Description

AFAST Database Administration and Management

  • The Contractor shall provide the system security, database integrity and configuration, planning, scheduling, operation, capacity resource management, optimization, maintenance support, and network management/administration for AFAST. Contractor shall attend monthly meetings to ensure data is reliably captured and that contract goals and objectives are in-line with CNAF goals and objectives.
  • Perform daily monitoring of collected data to identify and resolve problems and errors such as data loss, data disparities and/or inaccuracies approximately one time each day, five days per week. Address data processing problems expeditiously by engaging with the affected unit to ensure data is received and entered daily. Data collection issues can occur sporadically, historically three to five times weekly.
  • Perform daily consolidation of data from NALCOMIS, DECKPLATE, ACES and other databases, and purge old and unusable data, approximately one time each day, five days per week.
  • Training: Provide monthly briefs via VTC or in person (most economical method to accomplish) utilizing PowerPoint or similar format in a classroom or office environment to customers of varying attendance and experience at various management levels on the use of these systems and their capabilities. This will include a new user orientation training done via the most economical basis. New user training will be in the office environment or in the classroom depending on the size of the class and resources available. 
  • Update AFAST training material using PowerPoint/Excel for use by the CNAF staff. This training will include the Prospective Commanding Officer and Prospective Executive Officer (PCO/PXO) training course and should encompass AFAST policy as it relates to the Commanding Officer. The intended audience is the executive staff and should be at a high-level approach vice a working level approach. This training material should be updated no less than monthly taking into consideration changes, trends, and modifications. Training material is maintained in the technical library. Provide user training with data problems, system usage, and general-purpose computer problems to resolve problems associated with host computer operating environment and AFAST and its sub-products weekly. This will be worksite training and is done six times per year. 
  • Provide training for the Maintenance Data System, NAVFLIR, NALCOMIS and PsILS programs weekly encompassing user book manual policy.
  • SharePoint Management. Provide SharePoint web page design, data integration, and management of user access and support five times daily.

Database Administration and Management - other than AFAST

  • The Contractor inputs, extracts, processes, transforms, proofreads and validates various types of aircraft maintenance related data, develops queries and interprets management reports, monitors input of data from customers, creates packages of data for customer use and/or training. Input is required four times daily. 
  • Load electronically transmitted and manual data (e.g., funding allocations, organization codes, unit identification codes, etc.) to the respective databases, utilizing Database Administrator developed software tools five to six times each week.
  • Collect cost and usage data for reporting on NALCOMIS, DECKPLATE, and ACES databases. Collect three to five times weekly.
  • Monitor daily incoming data, primarily from E-mail and disseminate to CNAF, Type Wings, ASDs, CVWs, MAGs, MAWs, MALS, AIMDs, afloat ASDs, and fleet squadrons. Address data processing problems expeditiously by engaging with the affected unit to ensure timely and accurate receipt. Resolve processing problems approximately two to three times each week. 
  • Provide written analyses on key issues detailing, along with supporting documentation and references, non-cost trends which would allow policy and management personnel to effectively make, change, or cancel policies in the areas of aviation maintenance and logistics. Provide approximately as required each weekly.
  • Develop queries and reports from multiple databases identifying trends or problem areas and make recommendations on possible solutions to the COR approximately five times a week.

Cost War Room Management

  • The contractor shall produce Cost War Room data for all aviation fleet activities monthly. Analysis shall identify trends and make recommendations. Recommendations shall be well supported to allow decision makers to select an appropriate recommendation.
  • Make recommendations for cockpit charts (or updates to such charts) via research of raw fleet data from DECKPLATE, Aircraft in Reporting Readiness Standard (AIRRS) and NALCOMIS, along with other associated program/systems, to include AFAST approximately five times weekly. These recommendations shall contain preferred content changes and alternatives, researched and analyzed to provide the rationale for recommendations. Provide five times a week.
  • Collect raw data in the areas of cost, maintenance trends, and material reliability via Excel spreadsheets, access databases, point paper, PowerPoint, or similar media to and provide to COR for approval and once approved, distribute to CNAF leadership, and other commands requiring data analysis emphasizing areas of non-cost practices. Depending on the content, reports are due on weekly, monthly, quarterly, and annual bases. There are at least 30 different types of reports due each year. Reports shall include evaluation of resource trade-offs to consider in decision-making at the executive level.
  • Provide presentations on significant cost and usage trends. Provide written analysis formatted in PowerPoint or similar media suitable for executive (O-6/SES) leadership approximately five times a week.
  • Submit Flying Hour Program (FHP) cost analysis recommendations three times per month for inclusion in the Cost War Book and distribute in electronic and paper format to customer activities one week prior to event.
  • Evaluate aircraft Cost Performance Index and Execution Index data identifying cost drivers at both the document and component level in support of the NAE Cost War Room – report three times each month. Submit in chart format.
  • Submit Aviation Depot Level Repairable (AVDLR) and Aviation Fleet Maintenance (AFM) Price Challenges when applicable three to four times monthly. 

Individual Component Repair List (ICRL)

  • The Contractor shall collect ICRL data quarterly and maintain the Combined ICRL Database for all Level 2 Fleet Maintenance Activities.
  • Use NAE Cost War Room efforts to evaluate high repair cost drivers to identify possible command's ICRL discrepancies that may lead to or exacerbate such high repair costs.
  • Provide recommendations twice monthly on Source Maintenance and Recoverability (SM&R) Code Change Requests, submitted by the fleet in the Joint Deficiency Reporting System (JDRS) to the CNAF designated civilian or military point of contact/subject matter expert. 
  • Provide training to fleet concentration areas monthly on the ICRL program and associated tools. The training should be at the maintenance administration level and provide sites insight on how to improve their program.

Local Database Support

  • Provide database maintenance and infrastructure support for Material Condition Inspection (MCI) and Corrosion Abatement databases weekly to maintain system reliability and availability.

Requirements

  • BS Degree in Mathematics, Economics, Computer Science or related analysis field 
  • Typically requires 8-10 years of related experience 
  • Secret Clearance required
