Job Description
The management position responsible for Emergency Planning is responsible for approving Emergency Plan changes, managing the drill and exercise program. The management position responsible for Emergency Planning is responsible for providing emergency response organization coverage around the clock; staffing is described in the SSES Emergency Plan.
The Manager - Emergency Planning is responsible for the management and control of all activities of the Emergency Planning and Response organization in accordance with the Nuclear Regulatory Commission (NRC) operating license and other applicable plans, policies and procedures. The Manager - Emergency Planning is responsible for maintaining a high state of readiness in the emergency planning and response organizations to assure the continued production of safe and reliable electricity, to achieve excellence and maintain a fully trained Nuclear Emergency Response Organization to implement the Susquehanna Steam Electric Station Emergency Plan.
Primary Responsibilities
- Leads the overall Nuclear Emergency Response Organization by controlling and administering Nuclear Emergency Planning Department programs and activities.
- Establishes policy, goals and objectives for the Nuclear Emergency Planning Department and communicates expectations to personnel. This is accomplished through the development of a five-year plan, and the conduct of individual and group meetings to identify, assess and resolve problems.
- Is responsible for the selection and performance of personnel within Nuclear Emergency Planning, including hiring, promoting, disciplinary activities, salary administration, and job performance evaluations. Is responsible for the annual operating and maintenance budget.
- Assumes the duty of Nuclear Emergency Plan Duty Planner upon activation of the SSES Emergency Plan, reporting to the Recovery Manager, and in this role is responsible to ensure proper implementation of the Emergency Plan.
- As part of the Susquehanna, LLC management team, interfaces directly with senior management, responsibility center managers and supervisory staff of all work disciplines as needed to develop programs, analyze problems and provide technical assistance in the Nuclear Emergency Planning areas. Deals directly with representatives of regulatory agencies performing inspections of licensed activities.
- Responsible for all programs and activities associated with the Nuclear Emergency Planning cost area as identified in NDAP-QA-0777.
- Establishes and maintains liaison with Municipal, County, State and Federal agencies to ensure coordinated joint actions under contingency or emergency conditions.
- Adapts departmental plans and priorities to address business and operational challenges.
FSAR Qualifications
- Education: Shall hold a high school diploma or equivalent.
- Experience: Should have eight years’ experience in management or supervisory positions.
Other Basic Qualifications
- Bachelor's degree in criminal justice, political science, emergency response, or related field.
- Minimum of ten (10) years in responsible positions related to power generation, of which five (5) years shall be nuclear power plant experience.
- Thorough knowledge of Nuclear Regulatory Commission (NRC) requirements, and Company, department, and station policies.
- Must possess the demonstrated capability to exercise good management techniques and possess good communication and administrative skills to achieve excellence in the security organization.
- Ability to obtain and maintain Unescorted Access Authorization (UAA) at a Nuclear Facility.
