- Provides focused research, analysis, planning, coordination, monitoring, evaluation, and statistical data collection in support of departmental and Precinct-wide strategic planning objectives, policy development, projects, and grants management efforts.
- Coordinates and manages a performance measurement system for these activities with emphasis on collecting, analyzing, and summarizing data, reporting observations, making recommendations, and assisting with operational decisions or modifications to Precinct procedures.

Essential Duties And Responsibilities
- Coordinates the Precinct-wide Performance Management System to implement the Precinct’s Governing for Results Policy and develop performance measurement plans, analyzing performance data and making recommendations for improvement or modifications.
- Conducts interviews; collects, analyzes, and summarizes data; prepares flow diagrams, charts, and tables; develops recommendations and observations; and prepares descriptive information and reports for strategic planning and budgeting purposes.
- Works with and assists Precinct staff in the development of performance objectives based on the Precinct’s strategic plan; tracks, monitors, evaluates and reviews programmatic performance of Precinct staff and programs.
- Communicates performance measurement standards to all members of the organization; develops detailed work plans and deliverables; researches, prepares and distributes status reports; makes presentations regarding findings, observations and recommendations to Precinct staff and the Commissioner.
- Coordinates updates to the Precinct’s strategic plan and facilitates input from elected officials, department heads and other municipal staff in the strategic planning efforts.
- Provides policy analysis and program evaluation assistance in the areas of budget, community and economic development, criminal justice, emergency management, human resources, transportation, planning, human services, facility management and legislative issues as requested.
- Assesses the funding needs and programs of the Precinct and examines/recommends sources of grant or other funding to address those needs. Facilitates partnerships among Precinct’s Municipalities to reduce competitiveness in accessing local, federal, state and private funding.
- Performs and coordinates tasks involved in the grant application process including writing, editing, critiquing, developing program concepts, preparing project budgets, creating timelines, and completing grant certifications.
- Communicates with local, federal and state officials and representatives to identify resources, programs, funding, and legislation that impact, affect and enhance the efficiencies, operations and opportunities of Precinct programs.
- Provides specialized technical assistance, support and training to Precinct staff as needed.
- Conducts financial, budget, and performance analysis related to special assignments as directed; prepares special reports as requested.
- Performs all other related duties as required.

- Requires demonstrated knowledge of the principles and practices of planning, project development, administration, budgeting, evaluation, and program implementation. Must have knowledge and experience in the basic principles of grant programs and fundraising including methods and techniques of developing and writing grant proposals, English usage, report preparation, letter writing, and electronic communication.
- Must be knowledgeable of applicable federal rules, regulations and guidelines and be able to read, interpret, understand, and apply federal, state and private funding requirements as necessary.
- Must have advanced computer experience to create spreadsheets, databases, publications, graphic materials, narrative reports, application submissions and correspondence and be knowledgeable in techniques of conducting research including Internet research.
