Education: BS or BA degree in a Business or related discipline in Finance, or Business Management.
ALLOWABLE SUBSTITUTION: 6 years’ additional work experience may be substituted for a Bachelor’s Degree or an Associate’s Degree plus 4 years’ additional work experience.
Experience: At least three (3) to ten (10) years’ FTE experience in financial management, two (2) of which must be within DoN. Financial management experience should include financial analysis of business programs, development of cost estimates, program status reports, and knowledge of DOD Federal Management Regulations (FMR), FAR, Planning, Programming, Budgeting, and Execution process, and two years of DoN Procurement policies and procedures.

Required Experience:
- Experience managing program/projects using web-based productivity tools
- Demonstrated knowledge of basic acquisition terminology and the acquisition process to include SECNAV, OPNAV and NAVAIR policies for traditional and rapid acquisition methods
- Demonstrated knowledge related to PPBS, financial planning cycles, and application of appropriations
- Demonstrated experience in analyzing requirements and monitoring progress of tasks
- Experience with Risk Management terminology and process
- Experience in researching, compiling, tracking and analyzing program technical and/or financial data
Position Description:
- Provides financial and/or accounting support to the activity Accounting Department, Budget Department, Financial Systems Department or Business Operations Department, or other organizational support elements and other activities.
- Performs managerial/cost accounting, budgeting, funding execution, manpower management, workload, acquisition, document management, system support, and financial analyses to provide efficient allocation and effective utilization of financial resources, making recommendations for improving operations, systems, and reporting.
- Utilizes Navy ERP to perform financial execution functions.
- Provides support with a variety of management activities, corporate initiatives, special projects, and data calls which could have significant impact on the organization and its business operations.
