GENERAL DESCRIPTION: Perform highly advanced and/or supervisory (senior-level) training work. Work involves overseeing the development and evaluation of educational and training programs to provide training to law enforcement and non-law enforcement personnel, with a priority on victims of crimes related topics. May plan, assign, and/or supervise the work of others. Work under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES / RESPONSIBILITIES:
1. Oversees the development of teaching methods and outlines, training aids, and texts and text materials involving crimes against persons.

2. Oversees the planning and coordination of training and educational programs related to crime victimization.

3. Coordinates the design, development, and evaluation of training in a classroom, through distance learning, or in an e-learning environment.

4. Designs and develops methods for assessing and evaluating training effectiveness. Evaluates data, statistics related to crimes against persons for research and program. Reviews reports for approval.

5. Plans, develops, reviews, revises, and implements training programs, policies, and procedures. Provides review and monitoring for legislative bill analysis.

6. Develops training. Prepares budgets for training and educational programs, manages contracts for training services, and works on grants and grant management.

7. Identifies long-range training goals and recommends programs to achieve goals.

8. Advises staff in resolving training problems, and ensures the effective use of modern training methods and techniques.

9. Promotes the use of training services, methods, and techniques.

10. Facilitates workshops and meetings, liaison with law enforcement agencies, non-government organizations, and child protection agencies.

11. May evaluate, recommend, or plan supplemental training programs with private employers and state or federal agencies.

12. May plan, assign, and/or supervise the work of others.

13. Maintains situational awareness of field operations with law enforcement, crime analysts, victim service counselors and other department divisional positions as appropriate.

14. Attends work regularly and observes approved work hours in accordance with agency leave and attendance policies.

15. Perform other duties as assigned.


Qualifications
GENERAL QUALIFICATIONS and REQUIREMENTS:
Education – Graduation from an accredited four-year college or university with a master’s degree in a mental health, social, or behavioral science discipline that qualifies for mental health licensing in Texas.
Experience – Minimum of four (4) years or more of verifiable work experience in crisis intervention and work with victims of trauma.
Licensure and/or Certification –Preferred previous or current possession of mental health professional licensure, commensurate with Master's or Doctoral level training as a mental health professional is preferred. A valid driver license from state of residence is required.
Regulatory Knowledge – Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures. Additionally, must demonstrate and maintain current knowledge of statutes applicable to serving victims of crime, victim assistance best practices, community resources, criminal justice and juvenile justice systems, police operations and investigative procedures, and statutes applicable to victim services.
Service Provision Skills – Advanced skills in crisis intervention models and trauma-informed practices. General knowledge of behavioral health concepts preferred.
Supervisory/Managerial/Leadership Skills – Knowledge of management and supervisory methods and principles, performance and productivity standards, and fiscal/budget management. Able to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Must exhibit integrity; provide clear direction to subordinates; promote teamwork and be able to motivate others to accomplish goals.
Interpersonal Skills – Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers.
Organizational and Prioritization Skills – Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism.
Presentation/Communication Skills – Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences and/or individuals.
Research and Comprehension – Must demonstrate ability to quickly and efficiently access relevant information, and be able to utilize and/or present research and conclusions in a clear and concise manner.
Analytical Reasoning/Attention to Detail – Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.
Technology (computers/hardware/software/operating systems) – Must possess appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems. Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook). Preferred experience in using group meeting / virtual training platform.
Confidentiality and Protected Information – Must demonstrate an ability to responsibly handle sensitive and confidential information and situations, and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.
Safety – Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.
Travel and/or Schedule – Position will be operating out of the Central Texas area but will report to Austin, Headquarters as the job requires. Work hours vary depending on training needs. Some after-hours, overnight and/or weekend travel will be required.

A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.

Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
