Brief Job Description
The Management Analyst III performs highly advanced (senior-level) professional executive administrative and project management work for the Chief Counsel Division of the Texas Health and Human Services Office of Inspector General ("OIG"). The Management Analyst III reports to the Chief Counsel, working under minimal supervision, with extensive latitude for the use of initiative and independent judgment. The work involves coordinating administrative services functions, including but not limited to calendar management, scheduling, travel, records management, procurement, inventory, facilities, IT, human resources, and other office operations. Collaborates with and may serve as backup to Office Manager.
Communicates extensively on behalf of Chief Counsel leadership, both orally and in writing. Prepares letters, memoranda, and other communications. Develops briefing documents, summaries, reports, and presentations. Researches issues and responds to inquiries. May represent Chief Counsel at meetings and on committees. Coordinates with program areas of Texas Health and Human Services (HHS) and the Office of Inspector General (OIG). Serves as liaison with HHS Office of Chief Counsel. May serve as team lead and train team members.
Essential Job Functions (EJFs)
Oversees or provides Chief Counsel Executive Management assistance with administrative duties. Maintains multiple calendars. Schedules and coordinates meetings, interviews, conferences, and training events. Responsible for calendaring deadlines and assisting Chief Counsel leadership in meeting deadlines. Reviews and tracks pending case-related determinations, including but not limited to settlement agreements, litigation recommendations, and case closures. Prepares materials for meetings. (25%)
Communicates on behalf of Chief Counsel leadership, both orally and in writing. Researches issues and responds to inquiries. Drafts, proofreads, edits, and finalizes memoranda, correspondence, summaries, forms, spreadsheets, presentations, charts, and other documents. Ensures accuracy of spelling and grammar. Verifies that all citations to facts, authorities, references, and resources are accurate. Provides professional work product and deliverables within established timeframes. Researches and analyzes data on performance measures, case activities, and other metrics. Designs and prepares statistical reports. (15%)
Plans and manages special projects. Develops guidelines and job aids. Implements new procedures and processes. May participate in agency-wide process improvement initiatives. Designs, evaluates, recommends, and implements changes to templates, forms, and reports. Interprets policies and procedures. (20%)
Coordinates and assists with operations functions, including but not limited to budget, procurement, travel, facilities management, inventory, IT requests, and telecommunication services. Assists with human resources functions including, but not limited to recruiting, onboarding new employees, and offboarding departing employees. Coordinates records management program for Division. Plans, develops, coordinates, and schedules programs or training. Prepares meeting notices, presentations, agendas, and reference materials. Arranges meeting space and appropriate technology support. (20%)
Coordinates and facilitates Texas Public Information Act requests. Ensures responses are timely and accurate. Assists with coordination of expunction and bankruptcy matters, managing litigation holds, and tracking outside legal representation. (15%)
Other duties as assigned. Keeps Chief Counsel Executive Management informed as required or as necessary. (5%)

Registrations, Licensure Requirements Or Certifications
Paralegal certification or the equivalent is preferred.
Initial Screening Criteria
Graduation from an accredited four-year college or university is preferred.
Ten (10) years of full-time professional experience working within the legal field, to include:
Three (3) years of experience in overseeing and coordinating administrative operations, and
Three (3) years of experience supporting senior management or executive level staff.
An additional two (2) years of full-time professional experience performing paralegal or office administration work in a litigation environment may be substituted for two years of college.
Preferred
Experience as a senior paralegal or legal assistant in a litigation environment.
Experience working within a Texas Health and Human Services agency.
Experience with receiving and responding to requests made under the Texas Public Information Act.
