I. SUMMARY

Indirectly supervise 30 - 50 employees in the department. Carries out supervisory responsibilities according to the organization’s policies and procedures and applicable laws. Responsibilities include efficient operation of each site used by the department and development of competencies of those assigned direct responsibilities for supervision of those staff that carry out day-to-day operations.

II. ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Directs operations and maintenance of facilities such as building and grounds.
  • Confer with staff to formulate and institute policies and procedures of operations.
  • Compile and analyze expenditures and projects costs, and prepares reports to communicate status.
  • Assists in preparation of budget and monitors expenditures.
  • Ensure that direct care staff payroll is accurate and timely.
  • Ensure that subordinate employees are competent in a variety of tasks including, but not limited to: usage of vehicles, physical plant monitoring, preparation of payroll reports, personnel management, and other related skill development areas.
  • Ensure implementation of Agency and the Quality Improvement plan.
  • Serves as rotating On-call Administrator.
  • Schedule/conduct meetings with Home Managers to convey information to improve their effectiveness.
  • Ensure that each program site does not exceed Full Time Equivalency (FTE) unless prior approved or for training purposes.
  • Ensure that all direct care staff receive the training required for implementation of job responsibilities.
  • Maintain admission protocols and packets of information.
  • Maintain current Plans of Protective Oversight for those sites requiring these plans.
  • Ensure that all staff accidents are thoroughly investigated and processed in a timely.
  • Assist Home Managers in effective implementation of job responsibilities.
  • Serve as an agency investigator.
  • Serve as a member of a committee as required or requested.

This position requires a three-week (21 day) notice for resignation of employment.

III. SUPERVISORY RESPONSIBILITIES

Substantial direct and indirect supervisory responsibilities, subordinate supervisors, and staff responsible for supervision of the Individual Residential Alternative Program report to the Residential Home Coordinator.

IV. QUALIFICATIONS

Education and/or Experience - Bachelor’s degree (B.A.) from a four-year college or university; or one to two years related experience and/or training; or equivalent combination of education and experience.

Reasoning Skills - To perform the job successfully, an individual must be able to demonstrate the following competencies: Sound decision making and judgment, interpersonal skills, planning/organizing, strategic thinking, time management and delegating. The ability to work independently in multiple settings. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Language Skills - Ability to read, analyze, and interpret common scientific and technical journals, financial reports and legal documents. Ability to respond to common inquires or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or board of directors.

Mathematical Skills - Ability to calculate figures and amounts such as discounts, interest, commission, proportions, percentages area, circumference, and volume. Ability to apply ideas of basic algebra and geometry.

Computer Skills - Must be knowledgeable about Internet software, Microsoft Office components including Word, Office, Excel and PowerPoint. Becomes knowledgeable and trained in the use of Therap for plan writing, event reporting and ongoing communication.

Certifications, Licenses, Registrations - Must possess a valid NYS driver’s license and an acceptable driving record. Successful completion of behavior intervention techniques, CPR/First Aid, Medication Administration Certification, and all other required training.

Mental Requirements - Able to analyze and resolve routine human resource issues of moderate scope using independent judgment. Ability to prioritize work and keep detailed, accurate, confidential information. Ability to define problems, collect data, establish facts, and draw conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Independent Judgement Required - Requires discretion and independent judgment in the interpretation of approved policies and methods in relation to personnel on a day-to-day basis for all employees with long- and short-term implications and actively involved with administration in making recommendations for personnel policies and procedures.

Interpersonal skills Required - Very high degree of interpersonal skills to establish and maintain effective working relationships with employees and the public, including tact to handle sensitive matters. Must be able to deal with personnel matters in a confidential, objective, professional manner.

  • Physically able to bend/stoop, squat, push/pull, reach above/below shoulder level frequently.
  • Must be able to independently lift and/or transfer, push or pull up to 50 lbs. No lifting restrictions.
  • Ability to physically intervene using Agency-endorsed behavior interventions.
  • Must have adequate vision, speaking and hearing ability, with or without correction, to be constantly aware of, detect, and able to respond to each individual’s needs when not in immediate vicinity.
  • Specific vision abilities required include close vision, color vision, and ability to adjust focus.
  • Sit and use hands to finger, handle, or feel objects, tools, or controls.
  • Ability to ambulate; reach with hands and arms.
  • Ability to operate a computer and software programs.

V. WORK ENVIRONMENT

  • Located in a busy, open area meeting people on a regular basis.
  • Works with household cleaning solutions.
  • Possible exposure to dust, fumes, odor, loud noise and toxic or caustic chemicals.
  • Moderate noise; 75-90% of work is performed indoors, 10-25% outdoors.
  • Works with office equipment.
  • Works with wheelchairs, electric/hydraulic/manual lift/ramp equipment, lifts and hook-ups, oxygen tanks, mechanical/electrical beds, household appliances, cleaning equipment, whirlpool machines, mist machines, suction machines, augmentative communication devices, yard equipment and office equipment.
  • Wear proper Personal Protective Equipment at all times.
  • Must clean up human waste and other body fluids as required.
  • Responsibilities occasionally may require an adjusted work schedule including hours outside of a normal schedule.
