About You and this Role
Dow has an exciting opportunity for a Senior ES&S Technician in Orange, Texas.
The Sr. ES&S Tech supports/executes processes required by Dow Standards ODMS 06.04 and 06.10 to ensure company and regulatory readiness and compliance. They also follow Dow work processes and the Life Critical Standards to coordinate shift activities to support these requirements. Networks with SRO EH&S to optimize Emergency Services and Security within the SRO Site to ensure the Site is ready to handle and mitigate emergencies as they arise. Provides expertise and competencies as a value adding essential component of response to emergencies.
Responsibilities
- Use the NIMS methodology for incident management and documentation.
- Incident Commander for Site Emergencies.
- Integrates with Make Product Work Process Role (IRL) for emergency management.
- Responsible for the coordination of all activities at the site during an emergency.
- Required to consider establishing: Incident perimeter, Staging area, medical support, Safety officer, Logistic support, Activation of the EOC, Safe mitigation of the incident, Incident clean up support.
- Required to consider decontamination/salvage and be familiar with operations communications in emergency response.
- Provide feedback for the ES&S Work Processes.
- Owns, updates, and improves assigned ES&S Work Processes and Procedures.
- Responsible for maintenance and readiness of all emergency response equipment, including: Inspections, Minor repairs, Work orders, Etc.
- Responsible for site security
- Alternate Facility Security Officer (Optional)
- Afterhours Point of Contact for Law Enforcement and Government agencies
- Responsible for communicating to site management on all security and emergency issues
- Responsible for the care and transportation of injured personnel, including after hours.
- Responsible for securing pertinent information at scene of incident.
- Monitor and communicate weather conditions 24/7.
- Communicates and executes emergency plans for Acts of Nature (i.e. Freeze, Hurricane, Lightning, etc.)
- SME for Security and Emergency Response.
- Develop and direct Site Emergency Response Drills.
- Responsible for ensuring safety inspections on all ESS equipment is performed and current.
- Leader of Emergency Response Teams (Fire, Rescue, EMT, etc.)
- Coordinate and Manage Site Emergency Squad resources.
- Responsible for Confined Space Rescue plan development, approval, and implementation
- Plans and conducts ERT training exercises at least once per quarter.
- Monitors, directs and evaluates emergency response team training.
- Assist with Immediate Response Drills within the units.
- Train Plant IRL’s on ESS processes.
- Assist and ensure that environmental reporting is complete in a timely manner.
- Monitors and oversees contract security personnel.
- Maintains a high level of knowledge concerning hazardous substance handling and storage, and how to effectively deal with emergency situations.
- Has the authority to take emergency measures in directing the ERT's activities.
- Authorizes involvement of heavy equipment, roadway blockage, etc., which would affect movement of emergency equipment.
- Conducts assigned audits quarterly and reports deficiencies to the appropriate function responsible for the designated emergency equipment.
- Leads and directs ERT training at off-site schools. Coordinates the roster development and provides support and direction during the identified period.
- Activates the emergency operations and evacuation plans as described in those procedures.
- Approves and controls the complex fire water usage and fire water equipment.
- Attends off-site schools as an instructor by request of the ES&S Delivery Leader.
- Will maintain a current (evergreen) roster of their team and update quarterly.
- Will maintain records of when team members came on and leave ERT for service and recognition.
- Ensure that there are ERT members available 24/7 to respond to an emergency incident.
- Serves as a manufacturing representative for projects as assigned.
Qualifications
- A minimum of a High School diploma or equivalent is required.
- 8 or more years of experience with emergency response and/or medical services or equivalent work experience.

- Must have or be willing to earn EMT-Basic and HazMat Technician certifications.
- Maintain required Emergency Response and Security training.
- A minimum requirement for this U.S. based position is the ability to work legally in the United States. No visa sponsorship/support is available for this position, including for any type of U.S. permanent residency (green card) process.

Able to meet the following physical demands of the job, with or without reasonable accommodations:
- Medically approved to respond to emergencies.
- Work in stressful environments including, but not limited to: confined spaces, low visibility, fully encapsulated PPE, and extreme close proximity to others.
- Work at varying heights in an emergency capacity.
- Able to carry 50lbs 100 feet.
- Wear all required personal protective equipment, including but not limited to respirator, SCBA, safety harness.
- Ability to work comfortably and safely at elevated heights. Candidates must be familiar with, or willing to undergo training in, the proper usage and maintenance of safety equipment to ensure safe movement and operations at heights.
