What are the responsibilities and job description for the Client Benefits Services Specialist position at The Moore Center?
The Client Benefits Services Specialist will act as a liaison with personnel at various agencies including, but not limited to, Social Security Administration (SSA), Bureau of Family Assistance (BFA), Veterans Affairs (VA), Medicaid Administration Services. Also, will ensure that clients obtain optimal benefits, and that the Agency obtains maximum revenues.

- Maintain Medicaid coverage for clients that Moore Center is authorized representative
- complete annual Medicaid Redeterminations
- complete applications for financial assistance for BFA benefits, as appropriate
- report major changes in SSA benefits to BFA when TMC is representative payee (e.g. change from SSI to SSDI,
- report client changes in employment and/or wages, as appropriate
- report SSA representative payee changes to BFA when TMC starts/stops acting as representative payee for a client
- responsible for timely resolution of all Medicaid issues related to authorized representative clients
- Maintain Social Security benefits for clients that Moore Center is representative payee
- complete applications for SSA benefits as appropriate
- complete & track annual SSA Representative Payee Reports
- complete Social Security Disability Update Reports
- report client changes in employment and/or wages, as appropriate
- monthly wage reporting to SSA for SSI recipients
- responsible for timely resolution of all issues
- Obtain, maintain and track all information related to client benefits and wages (Client Info Sheets)
- Process and approve all Representative Payee client check requests in compliance with Medicare and SSA regulations.
- Conduct monthly review of TMC Representative client accounts for accuracy and compliance with SSA regulations
- Coordinate with Representative Payee Specialist Business Office staff to ensure receipt and distribution of revenues generated from client benefit programs which includes:
- Monitor Representative Payee Client Account
- Ensure revenue meets room and board costs
- Complete/submit monthly room & board reports
- Monitor cost-of-care billing and revenue
- Facilitate appropriate distribution of personal needs allowances
- Attend ad hoc meetings with The Moore Center (TMC) Accounts Receivable staff to review outstanding room and board and cost-of-care balances
- Responsible for timely resolution of all issues
- Approve check requests for payment processing from TMC client account
- Track hospitalizations/incarcerations for TMC clients as well as to report hospitalizations/incarcerations to SSA and BFA when TMC is Representative payee and/or Authorized Representative
- Enroll clients into a Medicaid Care Management plan and track related issues
- Promptly generate, process and distribute all documents as necessary including, but not limited to, State and Federal Benefit notices
- Attend meetings and trainings as appropriate
- Generate routine and ad hoc reports
- Teamwork, regular attendance in the office, and face-to-face interaction are essential job functions
- Complete other duties and responsibilities as assigned
Qualifications:
Education and Experience
- Associate’s degree or equivalent
- Broad knowledge and at least 3 years’ experience in software applications including, but not limited to, Microsoft Office Suite and database systems; experience in developmental services preferred
- Knowledge of Medicaid and Social Security preferred
- Valid driver’s license and access to a safe operating vehicle during scheduled working hours
