The Work You Will Do:
The Office of Resilience and Coastal Protection (ORCP) is seeking to fill a full-time Engineering Specialist II. This position processes, evaluates, and recommends for approval or denial permit applications submitted pursuant to Chapter 161, F. S. 62-B33, and 62B-34 for the protection of the beach and dune system from imprudent construction seaward of the Coastal Construction Control Line (CCCL).

Your Specific Responsibilities:
In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department’s Standards of Conduct, as well as any and all departmental and/or work unit rules, directives, policies, procedures, and/or general orders applicable to performing the duties of this position.
Assist in the processing of applications submitted for permits pursuant to Chapter 161, F.S., for construction in the coastal area of the state. The position provides engineering assistance to and coordinates with the other sections and program areas of the Division in pursuit of the overall mission to preserve, restore and protect the beaches and coastal systems of Florida.
Plans and conducts engineering reviews of consultations and applications for construction control line permits. Reviews and analyzes site development, landscaping, and grading plans and specifications for property development, and makes recommendations in accordance with the accepted environmental protection principles and with the agency's rules, regulations, and policy. Ensures appropriate follow-up on permit compliance issues. Assists the agency and local governments in the implementation of contingency plans for handling shoreline emergencies and assists local government officials in implementing emergency measures for shoreline protection. Providing technical assistance to other sections of the Office of Resilience and Coastal Protection and the Department on coastal and environmental issues.
The incumbent of this position has been identified as emergency Mission Essential Personnel in accordance with Directive 971 and, in that capacity, may be required, on short notice, to perform duties and travel in support of emergency efforts. All leave approved is subject to recall in the occurrence of a major event. Leave should be coordinated with backup/cross-trained staff and approved by management to ensure that DEP essential functions can be performed, if required. This position may be placed on-call to remain available to perform essential duties.

Required Knowledge, Skills, and Abilities:
Knowledge of basic biological and ecological principles, site development and environmental regulatory practices.
Applying basic site plan review concepts; and using database management and word processing software.
Ability to read construction, topographic surveys, and landscaping plans and documents; identify native and ornamental plant materials; interpret applicable rules and design codes.
Ability to conduct field inspections.
Ability to communicate effectively, verbally and in writing.
Ability to comply with the Department’s public service and behavioral standards, including identify and meet the needs of customers in order to provide excellent customer service; enhance and contribute to the Department’s strategic goals and visions; maintain active and productive participation in meetings and discussions; positively embrace change; and take responsibility for promoting and ensuring personal and organizational success.
Skilled at producing high-quality work assignments with minimal revision and supervision.
Ability to establish and maintain effective working relationship with the public.
Ability to deal with coworkers in a tactful and courteous manner and maintain effective, professional working relationships.
Ability to travel and maintain a valid driver license.
Required or Preferred Qualifications:
Bachelor's degree from an accredited college or university with a major in engineering, or engineering technology or any combination of post-secondary education or verifiable related experience, as described above, for a total of four years.
