Your Specific Duties and Responsibilities:

This OPS position serves as a Staff Development Training Consultant on the CDC’s Strengthening U.S. Public Health Infrastructure, Workforce, and Data Systems (OE22) five-year grant at the Florida Department of Health in Duval County (DOH-Duval). This position is responsible for enhancing/supporting the health of the organization’s culture and the well-being of its people by designing, leading, implementing, and facilitating workforce development and training initiatives. The OPS Staff Development Training Consultant will work closely with DOH-Duval’s leadership team in implementation of agency culture and people strategies. The OPS Staff Development Training Consultant supports DOH-Duval’s leadership and workforce through partnership, consultation, coaching, training, and mentoring.

  • Supports DOH-Duval in vision and strategy development in the areas of workforce development. Helps the agency succeed in their role through idea development, organizational consultation, facilitation, training, and leading innovation.
  • Support teams and individual team members with vision and strategy development in their areas of responsibility. Helps teams succeed through idea development, facilitation, consultation, training, coaching, and mentoring.
  • Applies lessons learned through direct engagement with DOH-Duval’s workforce to understand specific challenges and their impact on the agency. Understands the health of the organization and the well-being of its people using qualitative and quantitative data including existing sources of data, such as the Public Health Workforce Interest Needs Survey (PH WINS). Acquires quality, actionable workforce data to inform decision-making throughout the agency. Uses data to measure, refine, and adjust their efforts.
  • Designs people/workforce strategies with input from staff at all levels of the agency. Assists in developing and implementing HR business strategies (e.g., recruitment, retention, leadership development, learning and growth, employee well-being) that foster healthy culture and employee well-being.
  • Develops, implements, and monitors DOH-Duval’s Workforce Development Plan. Actively develops strategies that:
    • Increases alignment between DOH-Duval’s culture and its core values.
    • Assesses skills and gaps and develop continuous learning plans for staff.
    • Increases the health and well-being of DOH-Duval employees, helping them thrive and take that goodness to their teams, families, neighbors, and communities.
    • Enhances the health of DOH-Duval’s customer and community relationships.
  • Provides organizational consultation, coaching, mentoring, and executive facilitation, as needed.
  • Embeds the DOH-Duval’s vision, mission, and values in workforce development initiatives and strategies.
  • Submit leave time requests to supervisor. Attends in-service, seminars, workshops and other meetings related to the grant. Travel in order to perform duties and for professional development, if needed. Complete all mandatory training within required deadlines. Ensure accurate and timely submission of Employee Activity Records, Employee Leave, and Attendance Records and travel vouchers.
  • Performs other duties and responsibilities as required, including disaster and emergency response.

Required Knowledge, Skills, and Abilities:

  • Ability to provide coaching and mentoring for improved performance.
  • Ability to identify issues, make data-driven decisions, involve others appropriately in decision[1]making processes.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to write reports containing technical information.
  • Ability to work independently.
  • Knowledge of public health principles.
  • Knowledge of instructional methods and training techniques including curriculum design principles, learning theory, group and individual teaching techniques, and design of individual development plans.
  • Knowledge of policies and practices involved in personnel/human resource functions.
  • Skills related to the development and implementation of workforce development strategies such as recruitment and hiring; onboarding; learning and growth; leader development; and engagement and retention.
  • Skills related to facilitation, coaching, and training.

Qualifications:

Minimum:

  • Five (5) or more years of direct organizational leadership experience including development and implementation of culture and workforce strategies with those teams.
  • Five (5) or more years in workforce development strategic planning.
  • Five (5) or more years in facilitation, coaching, and training.
  • Willing to work before, during, and/or beyond normal work hours or days in the event of an emergency? This may include working in a special needs or Red Cross shelter, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
