What are the responsibilities and job description for the Temporary Housing Advocacy Specialist position at Three Rivers Community Action Inc?
Three Rivers Community Action, Inc. is a non-profit agency providing economic opportunities that strengthen individuals, families and communities in southeastern Minnesota. The Family Homeless Prevention and Assistance Program (FHPAP) is a state program which helps households pay past due rent and utilities. Assistance is available because people with low incomes, of all ages with varying sources of income, might have a difficult time paying all of their bills.
FHPAP Specialists process requests for assistance, provide support to program participants by phone/email/mail to help them submit required documentation, and apply critical-thinking and multi-tasking skills while completing speedy and accurate data entry in a fast-paced environment. FHPAP Specialists may make referrals to other programs; participate in agency teams to provide comprehensive services, provide in-person assistance to program participants; conduct community outreach in the service region; and assist with other FHPAP-related initiatives.
FHPAP Specialists are responsible for following FHPAP guidelines, rules, and regulations, and attending necessary training to stay current on any changes that occur throughout the program. FHPAP Specialists refer and connect program participants to relevant assistance and other Community Action programs as appropriate. This position requires professionalism, accountability, and a willingness to work with a diverse population, along with a driving desire to make a difference in the lives of low-income families and individuals throughout our region. This position is temporary, less than 6 months (through June 2024) and, therefore, is not eligible for Agency benefits.
The schedule is Monday - Friday, (30-40 hours per week) and will be based in Rochester. Ideally, we are looking for someone work 40 hours per week, but we will consider a schedule of slightly less hours per week (will discuss if selected for interview).
The starting pay range for this position is $22.00 - $24.00 per hour, depending on experience and qualifications.
Job offers are contingent on a reference check and a criminal background study conducted by the Minnesota Department of Human Services (DHS) which includes fingerprinting.

Qualifications:
- High School Diploma or GED
- Computer and data entry proficiency
- Ability to maintain confidentiality and follow data privacy policies and procedures
Functional Requirements:
- This primarily office-based position requires lifting 20 pounds occasionally; communicating verbally in person and by phone; and seeing documents and computer screens
- Ability to travel using personal vehicle to meet with clients
