INTRODUCTION
Incumbents in this 3-step classification series research, develop, report on, analyze, interpret and enforce state and local land use plans and regulations.
DISTINGUISHING FEATURES OF THIS LEVEL
This is considered to be the entry level of the planner classification where the incumbent performs basic, routine professional planning duties in accordance with established guidelines. Employees at this level develop a basic knowledge of planning in order to understand the interrelationship of task assignments, agency policies, and the planning process.
EXAMPLES OF PRINCIPAL DUTIES
(Duties assigned to this classification include but are not limited to the following examples. Any one position may not perform all listed tasks.)
Research and prepare reports on zoning and other Type I land use applications. Conduct research for comprehensive planning program activities.
Responsible for land use compliance and code enforcement of dwelling units utilized as short term rentals located within the unincorporated areas of Tillamook County.
Respond to public inquiries and public agency requests to interpret land use ordinances, policies and procedures including but not limited to answering telephone and walk-in inquiries to explain or identify designated flood zones, designated geographical hazards, setback requirements, road name changes, and legal ownership changes.
Ensure necessary supporting documents for land use applications are received and assist in completing land use application review of Type II and Type III applications.
Attend meetings as deemed necessary by the Director to assist in representing the Department.
KNOWLEDGE, SKILLS, AND ABILITIES
Reasonable knowledge of land use planning concepts, principles, techniques, and practices.
Reasonable knowledge of federal, state, and local statutes, regulations, and ordinances concerning land use.
Basic knowledge of enforcement techniques and procedures.
Able to conduct research and compile and analyze technical data.
Able to make decisions independently in accordance with established policy and procedures.
Able to communicate effectively both orally and in writing.
Able to produce clear, concise written reports, decisions, analyses, etc.
Ability to manage multiple tasks and complete work within required time frames.
Able to courteously meet and deal with other employees, public agencies, consultants, contractors, engineers, Planning Commission members, committee members, County Commissioners, and the public.
Able to remain calm and use good judgment in stressful or high-pressure situations.
QUALIFICATIONS
Bachelor's degree in land use planning or a related field OR an equivalent combination of education and experience. If the operation of a motor vehicle is required, the employee must have a valid Oregon driver's license and maintain a good driving record.
SUPERVISORY CONTROLS
Recurring assignments are performed on the basis of past experience and training. The employee receives general instructions regarding the scope and approach to the work, but procedures and problem resolution are left to employee interpretation.
GUIDELINES
Work is performed within department policy and procedures; federal, state, and county statutes, rules, regulations and ordinances; comprehensive plans and the land use ordinances and maps. Incumbent follows guidelines and makes interpretations based on past experience and training.
PHYSICAL DEMANDS AND WORK ENVIRONMENT
Work is performed in an office environment with occasional field work. Work may require bending, lifting up to 25 pounds, stooping, standing, and walking. A moderate amount of driving may be required.
