The Town of Falmouth seeks a highly motivated professional to serve as our next Part-Time Preservation Planner and provide professional and technical work assisting the Town in implementing historic preservation goals and policies. This position plays an important role in facilitating the meaningful work of the Historical Commission, which protects the historic character of the Town’s buildings and their settings in the Town's seven local historic districts. This is a part-time, non-benefited position that works 19 hours per week with some schedule flexibility. As part of the 19 hours per week, this position attends and provides administrative support for the Historical Commission meetings held the first Tuesday of the month at 6 p.m.

Under the general direction of the Community Development Director, the Part-Time Preservation Planner reviews applications for permits, certificates of appropriateness, and other approvals related to historic preservation and works with the Building Division to ensure compliance with all decisions and regulations. Other duties include but are not limited to: providing technical assistance to property owners, architects, and contractors regarding the requirements of the Historical Commission’s regulatory review process; preparing educational materials and administering special projects for the Commission; maintaining contact with related Town departments, committees, and outside organizations as needed; developing and updating historic preservation plans, policies, procedures, and guidelines; maintaining the Town’s Certified Local Government status by maintaining the required records and filing the necessary documentation with the Massachusetts Historical Commission; and assisting with grant applications and management related to historic preservation projects.

Minimum Qualifications: Bachelor's degree in historic preservation, public administration, planning, community development, or related field and a minimum of four (4) years of progressively responsible related experience; or any equivalent combination of education, training, or experience which demonstrates possession of the required knowledge, skills, and abilities necessary to perform the essential functions of the position.

The successful candidate has working knowledge of state and federal regulations pertaining to historic preservation, architectural history, and the cultural and landscape resources of historic preservation planning. Applicants must also have the ability to conduct independent research and analyze and interpret results; prepare reports and formulate recommendations; understand and interpret site plans, architectural drawings, and construction specifications; understand and evaluate applications; and draft decisions and regulations.

The ideal candidate has strong critical thinking, organizational, customer service, and interpersonal skills. The successful candidate must be detail-oriented and have the ability to multi-task. Applicants should be able to work well independently and with various groups, including the Historical Commission, Town Department and Division Heads, and members of the public.

Expected Starting Hourly Rate: Step 1 ($41.14/hour) - Step 2 ($42.54/hour), commensurate with qualifications and experience, with room to annually advance along the 10-step salary table.
