What are the responsibilities and job description for the Stormwater Analyst position at Town of Flower Mound?

Description

Under general supervision of the Assistant Director of Public Works, performs a variety of professional-level research, administrative, and analytical tasks in support of the Town's Stormwater Program.

Examples of Duties

  • Administers and enforces the Town’s Stormwater Ordinance to ensure compliance with Texas Pollutant Discharge Elimination Systems (TPDES) regulations.
  • Implements the Town’s Illicit Discharge Detection and Elimination (IDDE) program including scheduling, performing, and following up on inspections of private and public storm drainage systems.
  • Documents activities, records, photographs, notices, and letters for reporting of public works and engineering-related activities.
  • Reviews and verifies stormwater data in GIS systems.
  • Analyzes/edit GIS stormwater data to generate effective reports, maps, and other technical documents.
  • Responds to stormwater mapping and information requests by Town employees, citizens, private companies, and other governmental agencies, as required.
  • Troubleshoots technical problems, research, and resolves issues.
  • Keeps work order details and up to date with the latest status.
  • Assists Environmental Services staff, as assigned, in program activities to include investigation, inspections, sampling, and monitoring of facilities, watercourses, and the Town’s sewer and storm drain system.
  • Researches grant opportunities for stormwater quality and prepares, writes, reviews, and monitors grant applications; participates in grant activities for the Town.
  • Researches and presents training opportunities, programs, and materials, to include Town Stormwater Pollution Prevention.
  • Complies with Town, department, and division policies and procedures.
  • Performs other duties as assigned.

Minimum Qualifications

  • Must have a High School Diploma or General Equivalency Diploma (GED)
  • Must have a valid state-issued driver's license, and the driving record must comply with Town policy.
  • A Bachelor’s degree in Computer Science, Engineering, Geography, Environmental Science, Urban Planning, GIS related field and three years of experience in stormwater or environmental field; or equivalent combination of education, work experience, and specialized training is required.

Desired Qualifications

  • Four years of increasingly responsible experience using GIS software is preferred.
  • Experience with local water quality issues, water quality monitoring protocol, and sampling methods is preferred.

  • Knowledge of construction site erosion control and other stormwater pollution prevention best management practices.
  • Knowledge of modern principles, techniques, and theories and operational characteristics, services, and activities of stormwater management and control.
  • Ability to communicate clearly and concisely verbally and in writing.
  • Ability to interpret and apply pertinent federal, state, and local laws, codes, and regulations, as well as Town policies and procedures.
  • Ability to establish and maintain effective working relationships with Town staff and the general public.
  • Must be self-motivated, work well in a team-based environment, and maintain a high-degree of professionalism and integrity.
  • Ability to maintain accurate records of and for the Town.
  • Ability to work in various conditions, to include office, laboratory, and field environments and to travel from one site to another, with water, wastewater, and hazardous waste.
  • Ability to operate standard office equipment, including computers and online applications.
  • Knowledge of GIS software.
  • Must have knowledge of current versions of spreadsheets, word processing, database, and graphics software.
  • Must make sound decisions using good judgment.
  • Must be able to work nights and weekends, as needed.

  • Ability to climb up to 10 ft. in height when climbing into and out of utility manholes, ditches, vertical structures, etc.
  • Ability to balance objects, lift, carry, push and pull equipment or materials weighing up to 50 lbs.
  • Ability to speak clearly in face-to-face situations, by telephone and two-way radio in emergency and non-emergency situations.
  • Work is performed indoors/outdoors and may be subject to mechanical hazards and possibly inclement weather conditions.
