General Statement of Duties
Performs specialized work in the enforcement of environmental health laws and ordinances and in the inspection of various establishments for conformance with environmental health regulations. Work involves thorough inspection and detailed instruction, and public education in the promotion of town wide proper sanitary and environmental conditions. Assignments extend to a variety of establishments and facilities including food serving and processing establishments, sewage disposal and water supply facilities, beaches, swimming pools, substandard housing, and various nuisance conditions and environmental impacts of known and unknown origin.
Position reports to the Environmental Health Supervisor.
Qualifications
Education and Experience:
Bachelor's degree from an accredited college or university in Public Health, Sanitary Engineering or related Sciences plus 2 years of related experience in the field of community environmental health or an equivalent combination of education and experience, however, all candidates must have 1 year of related experience in the field of community environmental.
Special Necessary Requirements:
Licensed as a Registered Sanitarian in the State of Connecticut; or must become licensed within 3 years of hire date.
Certification by the State of Connecticut in Food Service Inspection and Subsurface Sewage Disposal Design Phases I and II, within one year of hire date if not already licensed as a Registered Sanitarian in the State of Connecticut.
Qualifications:
Considerable knowledge of Town ordinances, rules and regulations governing environmental health and ability to apply this knowledge to the correction of specific unsanitary conditions and problems.
Working knowledge of modern methods, principles, techniques and practices involvedin securing proper environmental sanitary conditions.
Skilled in the ability to operate a personal computer and related software programs and to keep records and prepare clear and concise reports.
Ability to review and approve technical plans for food service establishments, subsurface sewage disposal designs and building plans. Ability to make on site independent judgments as necessary.
Ability to work independently, completing projects in a timely fashion.
Ability to communicate effectively both orally and in writing and to enforce health regulations with courtesy and tact.
Ability to establish and maintain effective working relationships with business owners, the general public and fellow employees.
Ability to operate standard office equipment and industry-specific equipment such as testing thermometers, pool testing kit, noise meter, scale ruler, CO meter and engineering transit.
Ability to perform the physical aspects of the position including, carrying equipment up to 20 lbs., climbing stairs, mobility at field inspection sites, physically inspect and evaluate prospective building lots which may have unstable footing, existing properties and various licensed establishments.
Ability to operate a motor vehicle in the State of Connecticut.

Duties and Responsibilities:
Operating independently, inspects restaurants and other food service establishments; enforces ordinances, rules and regulations governing sanitary conditions of such establishments, and enforces Town and State laws in environmental health. Instructs food service personnel in proper sanitary practices. Reviews, inspects and approves new construction and renovation for all food services establishments and body care facilities.
Reviews, inspects and approves on-site sewage disposal installations; Reviews professional engineered design plans and licensed septic installer plans for on-site sewage disposal. Investigates complaints received regarding unsanitary conditions, such as improper garbage and sewage disposal facilities, takes necessary steps to secure compliance with environmental health laws.
Performs environmental investigations in response to elevated blood leads in children. Performs child day care inspections for licensing program.
Reviews and evaluates professional architectural plans for building permit approvals. Responds to housing complaints, working to resolve issues; when necessary issues notice of violations, prepares documents for and attends housing court.
Prepares inspection reports, confers with supervisor regarding deficiencies and the measures necessary to correct them; performs follow-up inspections to ensure conditions have been remedied. Prepares orders and affidavits and if required, may testify concerning the enforcement of local and State health codes.
Educates the general public on issues concerning environmental health, including, but not limited to; Rabies, West Nile Virus, Lyme disease and Biological agents
Samples water, meat products and other potentially hazardous foods; participates, as required, in epidemiological investigations of food-borne outbreaks, preparing final report/statistics for State Food Program.
Keeps current through training and research with emerging environmental health issues. May serve on a task force with other employees focusing on health-related matters.
Performs related work as assigned.
Supplemental Information
All positions may be subject to an interview process. The Town reserves the right to limit the number of qualified candidates who will be invited to participate in the examination, or any part thereof.
All outside candidates will be required to undertake and successfully pass a pre-employment medical examination, which includes a substance abuse test that includes testing for THC (the psychoactive ingredient in marijuana), given at the Town's expense prior to employment if conditionally offered a part time, full time or safety sensitive position.
