The Holly Springs Information Technology Department is looking for an experienced Business Systems Analyst (BA) to support the department's initiatives to provide top level support to all Town departments. The role works directly with stakeholders at all levels and experience throughout the Town, and works with outside vendors, developers, consultants, and government entities.
The BA reports directly to the Chief Information Officer and is part of the department's strategic team to ensure that technology is properly integrated with operations, and that investments and resources are properly allocated. The BA works very closely with department staff to communicate usability and system expectations.
The Town's IT department is centralized and highly collaborative. The IT team is comprised of passionate members who take pride in providing innovative solutions that align with the organization's strategic goals and initiatives. Hiring Range: $71,240 - $106,870, salary commensurate with experience.
Duties and Responsibilities
- Work with IT department staff and external stakeholders to develop and recommend new business processes and process improvements.
- Lead software and business process implementations for technology solutions.
- Research best practices, process innovations, and technology changes that support the Town's and department's strategic goals and initiatives.
- Administer various enterprise applications and support application usage across the organization.
- Train or arrange training for enterprise system users.
- Manage project budgets.
- Coordinate with various department power users to ensure alignment with department goals, while supporting the power users' need to ensure efficient operations within their departments.
- Write reports using various tools, like Crystal Reports and SSRS, integrated into various database systems.
- Develop, in collaboration with vendors and other IT staff, systems integrations using common automation practices and tools through APIs.
- Keep stakeholders and users proactively informed on project and issue status.
- Administer, implement, and integrate Office 365 solutions for Town and departmental operations and efficiencies.
- Is flexible, can change direction, and manage own workload in a fast paced, growing department and ever evolving internal town operations.

- Demonstrated ability to train users and collaboratively work with internal and external stakeholders.
- Experience supporting enterprise applications and developing business processes and process improvement recommendations.
- Ability to communicate effectively and in a manner that ensures non-technical stakeholders feel comfortable in the use of technology and the changes that new technology and processes may bring.
- Exceptional organization and project management skills.
- Ability to learn complex business processes to help support enterprise applications and department decision making, and for developing RFIs/RFPs and making usability recommendations for software solutions.
- Ability to learn and relay front end user processes with backend IT staff to develop automation processes between systems.
- Demonstrates strong competency and understanding of technology solutions.
- Must have a desire to continually learn and be open to solution suggestions and recommendations of new technologies.
- Experience with SQL DB management and queries, report writing, and scripting.
- Ability and willingness to help teammates with projects and issues outside of the normal purview of the BA position's roles.
Preferred Experience
- Experience writing SQL queries and a strong understanding of SQL databases.
- Experience writing GET and POST requests against with API endpoints.
- Experience with Tyler New World, Laserfiche, Harris Cityview, Power BI, Office 365, Enterprise Phone Systems, SharePoint, RecTrac, ManageEngine, Powershell
- Experience in local government operations and systems.
Required Education and Experience
- Undergraduate degree in a technology focused degree program, or satisfactory combination of education and a demonstration of progressive growth in roles and responsibilities.
