Duties
- Oversees and coordinates all administrative, financial, and business operations of the Public Works Department, ensuring a high level of customer service.
- Supervises administrative and clerical staff in accordance with Town policies and applicable collective bargaining agreements.
- Plans, prepares, and oversees multi-million-dollar departmental operating and enterprise fund budgets, including monitoring expenditures, developing budget models, and producing financial and management reports.
- Oversees wage, salary, payroll, and accounts payable functions for all DPW divisions, including verification of contractual payments, stipends, cost-of-living adjustments, and contractor invoices.
- Assists with revenue projections, rate studies, cost analyses, and rate recommendations in support of long-term fiscal planning.
- Assists the Director with purchasing, procurement, and contract administration activities in compliance with Massachusetts procurement laws and Town policies, identifying opportunities for cost savings and operational efficiencies.
- Serves as staff liaison to the Enterprise Advisory Committee, including preparing agendas and materials, drafting and maintaining official minutes, coordinating meetings, maintaining records, and ensuring follow-up on Committee actions.
- Acts as a liaison between the DPW and other Town departments, including Finance, Human Resources, Information Technology, and the Treasurer/Collector’s Office.
- Oversees customer service operations; responds to and triages public inquiries and service requests related to DPW services, public safety concerns, and water and sewer operations, ensuring appropriate prioritization and follow-up.
- Oversees State and Federal reimbursable accounts, including MassDOT, DEP, EPA, and FEMA funding.
- In coordination with the Information Technology Department and Treasurer/Collector’s Office, maintains water billing systems and implements technology solutions to ensure accurate billing and collections.
Qualifications
- Proven management experience with a strong background in supervising teams within a public works or related environment.
- Demonstrated expertise in strategic planning, project management, and process improvement initiatives.
- Strong leadership skills with the ability to inspire teams and foster a culture of continuous growth.
- Experience managing profit & loss statements with a focus on financial stewardship and business development.
- Excellent communication skills to effectively engage stakeholders at all levels.
- Knowledge of public works operations or municipal services is preferred but not required.
- Bachelor’s degree in Public Administration, Business Administration, Finance, Accounting, or related field preferred; equivalent combination of education and experience considered. Demonstrated experience in municipal budgeting, enterprise funds, procurement, and administrative management required.
Pay: $36.55 - $45.70 per hour
