SUMMARY: TRABUS is seeking a Network Engineer will support NIWC-PAC Air and Sensor Net-Centric Integration Branch in providing Navy tactical networks architecture subject matter expertise to NAVAIR PMW-290. The Network Engineer will support of U.S. Navy Tactical Airborne Networks (USNTAN) production, Tier 3 technical support services, and development of future USNTAN design. Due to lack of government expertise and sufficient manpower NWIC-PAC needs the ability to augment staffing with subject matter experts (SME). TRABUS isn’t looking for someone who will simply go through the motions, but someone willing to go beyond expectations, do something important, and make a true difference.

RESPONSIBILITIES:
- Provide subject matter expertise in network architecture and enterprise network services; Develop and analysis of alternative design candidates; subject matter expertise in network defense and cybersecurity enhancement; production of testing procedures and support testing events; technical writing; and travel to support external meetings.
- Maintain the San Diego commercial satellite communications test facility (“Test Access Point Name (APN)”) in a high state of readiness to support over-the-air Inmarsat communications tests from Boeing and other primary airframe integrators.
- Maintain technical currency with the design baseline for the AN/USQ-144K(v)1 ADNS Increment III shore network, particularly as it affects satellite communications for supported aircraft.
- Collaborate with other NAVAIR-sponsored project engineers at NIWC-PAC, particularly on those matters that affect the design, operation and modernization of critical network infrastructure shared by multiple manned and unmanned air platforms.
- Participate in technical reviews and provide analysis of proposed changes to the USNTANs hardware and software baselines.
- Provide Technical Assistance to Aircraft Squadron Personnel and Boeing Factory Representatives.
- Provide SME on the topics of Navy shore tactical network operation and design, and the operation and design of IP-enabled data links to other Navy aircraft and surface ships.
Participate in design reviews and provide technical analysis of alternatives for the combat system and mission system tactical networks. - Responsible for coordinating with other agencies such as National Security Agency (NSA) to develop TS/SCI linkages on classified military networks and for developing mission mapping against cyber terrain including TS/SCI information. This will require access to JWICS and NSANet access for discussions and information sharing. The analysis shall include identifying, defining, refining, and documenting capabilities in support of USNTAN planning and execution.
- Prepare PMW-160 service request forms (SRF) required by the ADNS Program Office to certify the requirements for: Shore network interface for military wideband satellite communications and Shore network interface for higher than secret (HTS) communications.
- Develop test plans, briefing materials, and other documents required by the ADNS Program Office to approve engineering change requests (ECR).
- Provide IT research and analysis in support of USNTANs technical and operational requirements, which includes Architecture strategies that build multilayer security environments to improve mission effectiveness, increase cybersecurity and realize IT efficiencies.
- Bachelor’s and/or master’s degree in Computer Science, Information Systems desired or equivalent experience in the field of applied technical study which provides substantial knowledge of large, complex networks.
- Eight (8) years’ experience as a Network Administrator to include implementing firewall policies, performing advanced routing & switching support and configurations, analyzing system faults, troubleshooting, running diagnostic tests on operation systems and hardware to detect problems, performing preventative maintenance, and producing documentation that supports operational management.
- Have IA training, certification, certification maintenance, and continuing education necessary to meet Cyber Security Workforce (CSWF) requirements for a minimum of IAM and IAT certification level III as described in DoD 8570.01M.
- Must be proficient in MS Office Suite
- Must have strong written and oral communication skills
- Must have excellent organizational skills
- Must demonstrate attention to detail, procedural compliance, and the ability to manage multiple duties simultaneously while meeting deadlines
