Description:
The Director of Human Resources, under general direction, administers, plans, and develops programs and policies which include recruitment, compensation and benefits, Worker’s Compensation self-insured program and leave of absences, insurance and general liability, and negotiations with unions by performing the following duties personally or through subordinate employees.
Established in 1976 through a joint powers agreement, OmniTrans carries approximately 11 million passengers each year throughout its 480-square mile service area, covering 15 cities and portions of the unincorporated areas of San Bernardino County. Major destinations within the OmniTrans service area include transportation centers, medical centers, education facilities, shopping malls, business parks, and community centers.

Duties and Responsibilities:
- Administers, interprets, and implements personnel policies and procedures. Recommends policies and procedures and ensures compliance.
- Oversees the analysis, maintenance, and communication of records required by law or local governing bodies, or other departments in the organization.
- Develops, supervises, and administers the recruitment program, training, and evaluation process; develops outreach programs to assure that EEO and Affirmative Action goals are met.
- Develops, updates, and monitors departmental goals, objectives, operating procedures and budgets.
- Serves as Agency EEO Officer.
- Administers the compensation and benefits program to ensure internal and external equity. Analyzes wage and salary reports and market data to determine competitive compensation plan.
- Directs the administration of the Agency’s self-insured Worker’s Compensation Program. Keeps abreast of current developments in the field of Worker's Compensation management and incorporates any necessary or desirable changes into the Agency’s policies affecting the comprehensive Worker's Compensation management programs.
- Advises management staff on the interpretation and application of personnel rules, problems, discipline, and employee rights.
- Monitors the performance of subordinate functional groups. Reviews status of projects, discusses obstacles, and agrees on a course of action with subordinate managers or staff.
- Audits and expedites insurance billings for all benefits programs.
- Participates in labor contract negotiations.
- Oversees Risk Management which includes the agency’s workers’ compensation and general liability programs.
- Monitors, on a scale, the safety performance including rules and regulations, compliance, and corrective action.
- Directly supervises subordinate managers, Sr. HR Analysts, and Administrative Assistant II. Is responsible in accordance with the organization’s policies and applicable laws. Responsibilities include recruitment, comprehensive benefits, policies and procedures, employee relations, legal compliance, and organizational development.
· Requirements:
- Bachelor’s degree in Human Resources, Management, or a related field from an accredited four-year college or university and a minimum of seven (7) years of relevant experience and/or training; or any equivalent combination of education and experience.
Salary : $120,000 - $180,000
