About
Performs work planning, directing, coordinating and supervising planning programs, services, and functions, providing support to the Planning Board and other boards and commissions, preparing reports, and related work as apparent or assigned. Work is performed under the general direction of the Planning and Community Development Director.
Essential Functions
- Coordinates, and facilitates collaborative efforts related to affordable housing, transportation, cycling, ordinance revisions, small area plans, and community development.
- Prepares short and long-range plans, conducts current development plan review, performs code enforcement, administer grant projects and manages public participation.
- Administers and enforces planning regulation.
- Provides staff support for the Transylvania County Planning Board, Joint Historic Preservation Commission, and Transportation Advisory Committee and other commissions and councils.
- Assists in developing ordinance amendments and new ordinances.
- Supports ordinance revisions to meet state and federal regulations.
- Follow-ups to comprehensive plan; arranges training opportunities and researches planning questions.
- Submits application for and administers the various programs.
- Conducts special planning and economic development studies and programs.
- Supervises interns and provides guidance for their work on current planning projects.
- Communicates ongoing activities, ordinances, and planning processes with landowners, elected officials, business owners, municipal staff, and others, to promote public engagement and understanding of regulations.
- Networks with other professionals, stakeholders and agencies during planning and implementation efforts.
- Authors plans, letters, agendas, meeting minutes, reports, memorandum, and correspondence.
- Performs other related duties as assigned.
PHYSICAL DEMANDS
This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force; work frequently requires sitting and speaking or hearing and occasionally requires walking, using hands to finger, handle or feel, reaching with hands and arms, pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, using measuring devices, operating motor vehicles or equipment and observing general surroundings and activities
WORK ENVIRONMENT
Work occasionally requires exposure to outdoor weather conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).

Knowledge, Skills and Abilities
- Knowledge of land development and zoning activities and their relation to planning.
- Knowledge of zoning and code enforcement practices.
- Ability to read and interpret blueprints, site plans and architectural designs.
- Ability to gather and interpret technical and statistical information and prepare technical reports.
- Ability to establish and maintain effective working relationships with County officials, contractors, architects, land developers, associates and the general public.
Education and Experience
Minimum Education and Experience:
Bachelor’s Degree from an accredited college or university and one (1) year of experience, or equivalent combination of education and experience.
Required Licenses or Certifications:
Driver's License valid in the State of North Carolina.
Job Type: Full-time
Pay: $21.89 - $33.93 per hour
