SUMMARY:

Reporting to the emPower Division Director, the emPower Assistant Director will work in conjunction with the emPower Self-Sufficiency Engagement Manager and Complete Care Manager to develop and implement training materials, assist with interviewing and hiring, on boarding of new staff, on-going orientation of all staff, and other supportive services necessary to ensure the success of the emPower program. The position will ensure all necessary documentation is accounted for in employee files. Additionally, the empower will be responsible for managing all Spectrum Health funding sources, managing the Healthy Housing Pilot Program, acting as the sole point of contact with EnergyEarth, managing all new funding sources that become part of the division, managing all MPSC eligibility audit requests, and compiling reports to assist the Program Manager and the Division Director including but not limited to utility summaries, attendance tracking, standard of promptness, application volume, call center reporting.

In addition, the Assistant Director will attend identified work groups and sub-committee’s participating fully in the heat and energy work at the state and regional level. Data management and data evaluation are an essential part of evaluating our work and will be a primary function of this job. This position will be responsible for quality control of all programs and continued work with evaluators to ensure jour best work.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

1. Demonstrate an understanding of the terms and requirements of the MPSC Michigan Energy Assistance Program (MEAP) Grant and all other heat and energy initiatives.

2. Assist Division Director with the following duties:

· Hiring and training staff.

· Scheduling staff work-flow.

· Communicating and facilitating meetings with leadership and participant engagement center staff.

· Resolving any issues, problems, or concerns that may arise.

· Answering questions and/or providing feedback.

· Monitoring overall staff performance and providing feedback including staff evaluations.

· Monitoring staff attendance policy and initiating disciplinary action as required.

3. Ensure all required documentation is accounted for in personnel files.

4. Manage the relationship with EnergyEarth including: Being the point of contact, data tracking, ordering, invoice processing and verification of completion.

5. Manage Spectrum Health funding sources including: verifying applications, creating purchase orders, collecting and maintaining Forms W-9, reconciling expenses, tracking and providing reporting on separate funding streams to leadership team, weekly reporting submission to spectrum, and CRM entry for record keeping purposes.

6. Participation on MPSC subcommittees including: attending monthly meetings.

7. Ensuring purchase orders are completed, working directly with participating vendors to create, track and verify monthly spending, verifying client payments to vendors, and serving as the point of contact for the vendors participating in subcommittee pilot programs.

8. Manage new funding streams (i.e. GLE, Petoskey Harbor Springs Foundation funds, Barkman Honey Fund) including: serving as the point of contact, creating purchase orders, spending reconciliations, and creating weekly reports for funder and leadership team.

9. Manage the Healthy Housing Pilot Program including: representation on weekly calls, creating and submitting applications for approval, tracking of all spending, invoicing for reimbursement, approval and submission on all quotes from vendors, handling all communication with vendors regarding invoicing, payment and obtaining W-9’s, creating purchase orders, creating and updating work in process spreadsheets, and creating files for all participating in the pilot program.

10. Manage all MSPC eligibility audit requests including: being the point of contact for MPSC eligibility audits, compiling and submitting all required documents for MPSC eligibility audits.

11. Assist Program manager with preparing and assembling training materials and manuals.

12. Develop training matrixes and ensure timely completion.

13. Revalidate training matrixes with existing staff as needed.

14. Participate in regular training meetings with the Participant Engagement Advisor Trainers, the Engagement Manager and Division Director.

15. Provide reports to emPower Processing Manager and Division Director including but not limited to utility summaries, attendance tracking, standard of promptness, application volume, processing performance, and call center reporting.

16. Notify emPower Processing Manager when counseling or corrective action is necessary for performance, attendance tracking etc.

17. Compile training and staffing data as requested.

18. Assist in coordinating formal training programs and materials.

19. Maintain referral and informational material availability with local utility vendors to attract and retain program participants with a likelihood of need for utility assistance.

20. Manage Outreach budget, inventory and generate reports as needed.

21. Generate quotes for grant budget reports.

22. Attend staff meetings as required.

23. Regular and consistent attendance.

24. Other duties as assigned.

SUPERVISORY RESPONSIBILITIES: This position will work closely with the Program Manager to supervise the emPower Participant Engagement Center Staff. This position will provide support in carrying out supervisory responsibilities in accordance with TrueNorth’s policies and applicable laws. Responsibilities include assisting with interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees, addressing complaints and resolving problems.

· Ability to produce and present reports to multiple audiences.

· Ability to effectively explain program policies and procedures to employees, community agencies, clients, and community members;

· Work closely with the Division Director to provide needed supports and display a willingness to continue growing with the division in new capacities as they arise.

· Absolute ability to maintain client and agency confidentiality;

· Demonstrated Excel spreadsheet skills;

· Understanding of accounting basics;

· Ability to use technology supporting the MEAP Grant including but not limited to Microsoft OS, Microsoft Office, and Android OS, Google products and services, Financial Edge NXT, social media and e-mail marketing tools, and familiarity with CRM databases;

EDUCATION and/or EXPERIENCE:

· Associates Degree in Human Resources or related field, or equivalent experience preferred (Bachelor’s Degree preferred);

· Experience with writing policies and procedures.

· Experience with on boarding new staff.

CERTIFICATES, LICENSES, REGISTRATIONS:

· Must possess a valid and unrestricted driver’s license and reliable transportation.

WORK ENVIRONMENT:

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. The service area of the emPower Program spans the majority of Michigan including the Upper Peninsula and extending as far south as the Michigan/Indiana border. The primary office is located at TrueNorth Community Services; 6308 S. Warner Avenue; Fremont, MI 49412. This position will be base at the primary office but independent travel to other regions may be required. The employee will be working at a work station with a moderate noise level for an office.

While performing the duties of this job, the employee is occasionally exposed to wet and/or humid conditions, moving mechanical parts, fumes or airborne particles, and outside weather conditions. The noise level in the work environment is usually moderate.
