Duties and Responsibilities
  • Denotes Essential Functions
  • Serves as the University's director of fiscal systems with a broad range of responsibilities and commensurate authority to plan, budget, define, design, develop, test, implement, and support the University's system wide financial information system and sub-systems.
  • Directs the University's fiscal systems, exercising expertise as the subject matter expert in managing the system-wide financial information system (Kuali Financial System) and its subsystems. The position impacts the daily operations and management of all 10 campuses, ensuring financial integrity and compliance across the University of Hawai'i system.
  • Reviews, documents, designs, analyzes, develops, and implements the system and its subsystems. This involves defining requirements, system design, functional and technical specifications, and overall project management.
  • Manages releases, bug fixes, updates, and year-end coordination for the Kuali Financial System, ensuring continuous development, implementation, and enhancement. This requires coordinating with Kuali Financials to evaluate the impact to the University on the updates as well as monitoring releases and updates for testing and communication to users.
  • Provides comprehensive project management for financial system initiatives, including developing methodology, analyzing alternatives, planning work, ensuring quality assurance, data security, backup and recovery, and reporting status.
    • Plans and implements information and communication strategies and technologies for financial information systems, ensuring consistency with other system-wide administrative systems and improving efficiencies for the Financial Management Office.
    • Coordinates with ITS-Management Information Enterprise Systems (MIES) and System Services to identify and resolve production problems, while keeping abreast of new information technologies impacting financial systems.
  • Ensures that fiscal processes, procedures, and system controls adhere to federal and state laws, University policies, generally accepted accounting principles, and internal controls.
  • Develops, updates and issues UH Administrative Procedures related to system-wide financial system policies and procedures.
  • Advises and consults with University executives, administrators, and staff to identify information requirements, system capabilities, and service needs.
  • Convenes constituent groups to implement process improvements that enhance productivity and efficiency within the financial information systems.
  • Advises, negotiates, executes, and monitors contracts and agreements for resources required to complete projects.
  • Plans, coordinates, and controls financial accounting and fiscal reporting activities for the University of Hawai'i system, including advising on fiscal year-end activities.
    • Leads, directs, manages, and supervises a diverse team responsible for supporting the University's system-wide financial information system and its complex interrelated subsystems.
    • Organizes and manages staff resources to meet the requirements of strategic initiatives, develops goals and objectives, action plans, and maintains current applications.
  • Leads and develops subordinates to attain their optimal professional growth potential.
  • Oversees staff to monitor and update the FMO website with content provided by FMO Directors.

    Minimum Qualifications
    • Possession of a baccalaureate degree in Management Information Systems (MIS), Computer Science, Accounting, Management, or related field and 8 years of progressively responsible professional experience with responsibilities for business, accounting system or management system analysis and development, design, application programming, testing, installation ,maintenance and documentation of such systems and the related subsystems and/or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
    • Advanced and comprehensive knowledge and understanding of a wide range of developing and emerging concepts, principles and methodologies in the area of pertinent information technology principles, concepts and issues in financial management or accounting systems and related subsystems including unconventional theories and new developments to issues and problems, and generation and development of new hypotheses and theories.
    • Comprehensive knowledge and understanding of a wide range of principles, theories, federal and state laws and systems associated with accounting and management.
    • Demonstrated ability to understand problems from a broad interactive perspective and use reasoning to discern underlying principles and issues when problem solving, and apply creative thinking to resolve problems in new and innovative approaches.
    • Demonstrated written and verbal competence in presenting ideas, concepts and models clearly using persuasion and negotiation to build consensus and cooperation.
    • Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
    • Demonstrated ability to operate a personal computer, apply word processing software.
    • For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
    • Knowledge of accounting principles, financial reporting and analysis.
    • Ability to work outside normal scheduled work hours including day, night, weekends.
    • Knowledge and history of working on complex system implementations.
    • Ability to understand and communicate with technical knowledge and vocabulary with IT.

    Desirable Qualifications
    • Supervisory experience in an institution of higher education, preferably with a multi-campus environment and public university system.
    • Thorough knowledge of major administrative function such as but not limited to fiscal, accounting, budget, treasury, payroll, procurement, accounts payable, in a multi-campus higher education environment.
    • Thorough knowledge of financial reporting systems and data warehousing.
