What are the responsibilities and job description for the Manager, Clinical Information Systems position at UT Health Science Center at San Antonio?

Job Summary: Reporting to the IT Directors of Clinical Information Systems this Manager provides the management and development of a team of Epic Security and Access Analysts responsible for the UT Health of San Antonio Epic Provisioning and Access for multiple ambulatory sites and our new Multidisciplinary Research Hospital. The manager will also manage a team of non-Epic 3rd Party clinical application Analyst. Some of these 3rd Party applications will interface with Epic, some will not. This role also establishes elements of standardized provisioning and audits access to specific features and functions associated with the use of the application and data within Epic and other clinical applications to ensure compliance with defined policies and procedures.

Knowledge, Skills, and Abilities:

1. Demonstrated knowledge and successful experience in the following areas:

Managing a team of Epic Security and Access Analysts utilizing best practices and procedures.

Managing clinical applications and Clinical Application Analysts.

Partnering with Clinical Operations across multiple inpatient and outpatient clinical areas to improve processes and utilization of the use of Epic and the managed 3rd party solutions.

Ability to hire, manage, and develop staff and ensure high staff morale and engagement.

Ability to establish and maintain high standards and productivity in a fast-paced environment.

Leading cross-functional and cross-organization collaborative meetings.

Reporting successes, challenges, and areas of concern needing escalation.

2. Strong knowledge of application security in a healthcare environment.

3. Ability to document, read, and follow complex instructions, and analyze and diagnose application security issues in a healthcare environment.

4. Excellent verbal and written communication skills.

5. Ability to maintain a professional demeanor, be attentive to details, and set priorities in a fast-paced environment.

6. Professionalism in delegating assignments and following up on project completion and accuracy.


Job Duties:

1. Continuous improvement of people, processes, and documentation for the benefit of UT Health of San Antonio patients and providers.

2. Responsible for the successful management and improvement of a team of Epic Security and Access and 3rd-party Application Analysts including performance development, coaching, and establishing accountability metrics.

3. Lead team meetings including collaborative IT, Clinical Operations, and Administration workgroups.

4. Participate as a subject matter expert and Team Manager in cross-functional and cross-organizational meetings and discussions.

5. Oversees and provides day-to-day support services, ensuring a high-quality end-user experience.

6. Manages the fulfillment of service requests including requests, the testing of new applications provisioning, and the review and improvement of existing application provisioning.

7. Utilizes online & written materials as well as professional experience to develop, test, maintain, implement, and audit end-user application provisioning.

8. Performs analysis of business and end-user needs, assessing application configurations, documenting potential risk vectors, recommending controls, documenting requirements, and managing the revision of existing application security as necessary under the direction of IT Director level leadership.

9. Assists departments with application provisioning requests as needed based on the volume of requests, the backlog of requests, and special situations.

10. Establish top-down and individual staff development-based S.M.A.R.T. performance goals.

11. Act as a researcher and subject matter expert (SME) on process improvement efforts.

12. Reviews progress on staff projects providing guidance on performance improvement and reporting out updates.

13. Adheres to all internal procedures or drafts and collaborates with Information Security as needed for improvements or accepted variance exceptions.

14. Represent the department during Clinical information security and access discussions and provide support for special applications and projects for the end-users.

15. Performs all other duties as assigned.


Education:

Bachelor’s degree in Management Information Systems, Data Analytics, Business, Economics, or related discipline is required .

Experience:

Minimum seven (7) years of experience in field required; five (5) years of supervisory experience or leadership role highly preferred.

Certification(s) in Epic applications or willingness to attain Epic certification(s) as required within specified timeframe.

Licenses/Certification:

Certification(s) in Epic applications or willingness to attain Epic certification(s) as required within specified timeframe (180) Days.

Benefits Overview

UT Health San Antonio offers an excellent benefits package for its employees. Employees who work at least 20 hours a week, with an appointment of at least 4.5 months, are eligible for benefits.


Medical- UT SELECT Medical insurance is offered free for employees and administered by Blue Cross and Blue Shield of Texas. Family members can be added to the plan through payroll deduction. Employees and their dependents can also receive discounted copays and coinsurance when using UT Health Physicians, a network of 800 premier physicians including more than 100 specialists.


Dental - Three dental insurance plan options are available for employees and their families through Delta Dental Insurance Company, two PPOs and one dental HMO plan. Both PPO plans allow employees to choose any licensed dentist.


Vision- Fully insured Vision Care benefits are offered by Superior Vision Services. Two vision plan options that offer either standard or enhanced vision benefits. Life Employees receive $40,000 of group term life insurance and $40,000 of basic accidental death and dismemberment insurance for free, with options to purchase additional employee and dependent coverage for both at group rates.


Retirement- Employees are eligible for either the Teacher Retirement System (TRS) or the Optional Retirement Plan (ORP). TRS is a defined benefit retirement plan which UT Health matches employee contributions. ORP is for eligible faculty staff employees. Voluntary retirement programs are also available to invest before- or after-tax dollars with the choice of five quality retirement plan providers.


Time Off- A generous leave program offers multiple paid leave options:


Front-loaded Paid Time Off: 128 to 208 hours (16 to 26 days) of Paid Time Off based on years of service, given at the start of each fiscal year. PTO may be prorated in year one based on date of hire.


Extended Illness Bank: 8 hours (1 day) accrued per month which can be used for illness or injury after one day of Paid Time Off is taken.


Paid Family Leave: Up to 240 hours (6 weeks) to care for a spouse, child, or parent after 6 months of consecutive employment.


Holidays: 12 set paid holidays each year plus three floating holidays, which can be used anytime during the fiscal year.


FSAs- Employees can enroll in flexible spending accounts (FSAs) to set aside money from earnings before taxes for qualifying dependent day care expenses or out-of-pocket health care expenses.

Discounts- Employees enjoy a range of discounts on services, tickets, and gym membership.
