OverviewThe Vermont Agency of Education (AOE) seeks a State Director of Special Education to lead programming, technical assistance, and compliance efforts. This essential supervisory position reports to the Division Director of Student Support Services.?Key responsibilities include leading a strong team of 8-10 personnel to: 1. Oversee application of state and federal special education law and policy.Supervise statewide implementation of state/ federal special education policies, practices, and procedures.Supervise implementation of AOE's General Supervision monitoring system to ensure LEA compliance with IDEA and state Rule.Direct the provision of field support to address statewide programmatic priorities.Consult on state rulemaking efforts/content.Oversee review and approval of LEA subgrant applications for IDEA and state funding.Co-develop/review state special education guidance and resources.Use data to prioritize statewide initiatives reflecting Special Education law and policy requirements (e.g., closing achievement gaps, helping to address statewide shortages in special educators/qualified educator workforce).Support the planning/review of Vermont's annual $35M IDEA budget for SEA and LEA activities, in collaboration with Division Director and AOE executive team.2. Collaborate effectively with local, state, and federal partners.State liaison to national and state special education initiatives.Participation in state committees, as requested/required (e.g., Special Education Advisory Panel, Vermont Council on Literacy).Engage with State Board of Education and legislators as requested..Serve as AOE's primary liaison to federal Office of Special Education Programs.Understand and address the needs of children and youth with disabilities, and their families, in conversations within the AOE and as part of state/national outreach efforts.3.

Supervise and manage AOE's Special Education team.Daily management and strategic planning for workload allocation/staffing, including Monitoring and Programming teams.Ensure staff are adequately supported in their work through identification and provision of targeted professional development activities.Complete annual evaluations for direct reports, and provision of ongoing formal/informal constructive feedback on staff performance.We seek candidates with experience in organizational and team leadership, strong written and verbal communication skills, and public speaking/professional presentations. Significant experience in special education practice and/or policy is required; experience in general education, multi-tiered systems of support, and/or early learning is also preferred.The State Director of Special Education will work out of the AOE in Montpelier, VT. The majority of AOE staff currently work remotely. We anticipate this position will have the option of working remotely as well but will need to regularly attend in-person events and face-to-face meetings in Vermont.

These include visiting school and program sites, meeting with parent advocacy groups, presenting at professional conferences or advisory panel meetings, and testifying before the General Assembly.
