The Virginia Passenger Rail Authority (VPRA) is a political subdivision established by Chapter 1230 of the 2020 Acts of Assembly. VPRA is responsible for promoting, sustaining, and expanding the availability of passenger and commuter rail services in the Commonwealth, including all administrative and fiduciary responsibilities for Virginia's state-supported passenger rail services. The VPRA also funds Virginia Railway Express (VRE) and administers all capital expansion projects, infrastructure, and land acquisitions related to the $3.7 billion Transforming Rail in Virginia initiative, which will double Amtrak and VRE service in Virginia over the next decade. The VPRA acts as a "responsible public entity" for the acquisition, construction, improvement, maintenance, or operation of a "qualifying transportation facility" under the Public Private Partnership Act of 1995.

Working under the Director of Accounting, the Accounting Analyst is a vital team member who will primarily be responsible for the accounts payable function, ensuring timely and accurate payments to vendors and employees. This position can also expect to manage the travel and expense reimbursement process, serve as the point of contact for all items accounts payable related, and support the continued development of fiscal policies and procedures in the Authority's establishment as a new entity. The ideal candidate is proactive, a great communicator, and highly focused on delivering excellent customer service to external and internal customers. The Accounting Analyst will work from VPRA's office in Richmond, Virginia.
With minimal supervision from the Director of Accounting, the Accounting Analyst will:
- Work collaboratively with the Accounting Senior Manager on the end-to-end accounts payable processing cycle, ensuring timely and accurate payments to vendors and employees.
- Manage the travel and expense reimbursement process, including reviewing and updating procedures and assisting internal customers when required.
- Collaborate with external vendors and internal departments to resolve invoice and payment issues or discrepancies.
- Serve as point of contact for vendors with Microsoft Dynamics (MD365) related issues for invoice processing.
- Prepare annual 1099 forms for applicable vendors and required reporting to IRS.
- Serve as a partner to internal departments, including Procurement, FP&A, Engineering, and Rail Services, to gather and organize data.
- Assist with the month-end closing process, including journal entries and reconciliations.
- Coordinate the year-end accrual process with internal project managers and external vendors to obtain accurate estimates on capital projects for financial reporting.
- Assist with annual audit and financial statement preparation.
- Assist with the continued development of fiscal policies and procedures.
- Assist with special projects as needed.
Required Education:
- High school diploma or GED equivalent
Preferred Education:
- Bachelor's degree in accounting or a related field from an accredited college/university.
Required Experience:
- At least three (3) years of related experience in accounting or finance.
- Knowledge of generally accepted accounting principles (GAAP) and financial accounting policies and procedures.
- Ability to utilize various accounting and financial systems for data processing and analysis.
- Strong analytical and problem-solving skills with attention to detail and ability to understand the big picture.
- Demonstrated ability to work effectively and independently in a dynamic, fast-paced environment.
- Ability to communicate effectively with diverse groups and individuals.
- Excellent organizational and time management skills.
- Excellent Microsoft Office skills, including intermediate knowledge in Excel and other commonly used office software.
Preferred Experience:
- Knowledge of complete A/P cycle processes.
- Previous experience in a start-up environment.
- Experience with Microsoft Dynamics 365.
