Position Summary
The Housing Programs Manager oversees and administers the operations of housing programs in compliance with HUD regulations, agency policies, and local procedures. This position ensures efficient occupancy management, tenant relations, rent calculations, compliance with program requirements, and high-quality customer service to residents.

Essential Duties and Responsibilities

  • Manage day-to-day operations of the Public Housing Program, Multifamily PBRA, and Market rate apartment censuring compliance with HUD regulations (24 CFR Part 960) and agency policies.
  • Market housing to potential clients and interact with community agencies, service providers, and family members to jointly address client issues and needs.
  • Explain program features, requirements, and options to applicants and tenants. Verify income, assets, citizenship status, and other eligibility criteria.
  • Perform duties required to the management of rental properties, including communications with tenants concerning disturbances, lease violations, sanitation problems, and processing terminations.
  • Coordinate annual and interim reexaminations, lease renewals, unit inspections, and rent determinations.
  • Monitor and maintain accurate resident files and program documentation in compliance with HUD requirements and internal audit standards.
  • Oversee waiting list management, eligibility determinations, and applicant interviews in accordance with the Admissions and Continued Occupancy Policy (ACOP) and Tenant Selection (TSP).
  • Maintain confidentiality.
  • Ensure timely and accurate data entry and reporting in HUD systems (PIC/IMS. EIV. etc.).
  • Collaborate with the maintenance department to schedule unit turnovers, inspections, and preventive maintenance activities.
  • Respond to concerns and resolve complaints in a professional, fair, and timely manner.
  • Assist in developing and implementing policies, procedures, and program goals to improve efficiency and compliance.
  • Monitor program budgets and expenditures; assist with financial reports and HUD submissions.
  • Support resident engagement activities and community partnerships to promote resident self-sufficiency and well-being.
  • Receptionist duties are shared by all staff.
  • The above duties are normal for this position but should not be construed as all inclusive. Other duties may be required and assigned as needed.

Qualifications

Education and Experience

  • Experience in public administration, business, social services, or related field preferred.
  • Three or more years of experience in affordable housing, property management, or public housing operations preferred.
  • Supervisory experience preferred.

Knowledge, skills, and Abilities

  • Thorough knowledge of HUD Public Housing regulations and policies.
  • Strong organizational and leadership skills.
  • Excellent written and verbal communications skills.
  • Proficiency with housing management software (e.g., Yardi, MRI, or similar).
  • Ability to interpret and apply complex regulations and policies.
  • Strong problem-solving, interpersonal, and customer service abilities.
  • Work under pressure.
  • Multitasking.

Licenses and Certifications

  • Public Housing Management (PHM) Certification or equivalent preferred, or ability to obtain within 12 months of hire.
  • Valid driver's license and acceptable driving record required.

Work Conditions

  • Work is performed in an office setting with regular on-site visits to housing properties including tenant apartments. Occasional evening or weekend hours may be required for meetings or resident events.
  • There are minimal environmental risks associated with work. Work involves continuous contact and interactions with public, staff, outside agencies, and others. Continuous work on computers, calculators, and other office equipment.

Job Type: Full-time

Pay: $40,726.40 - $54,558.40 per year
