JOB TITLE: Public Works Director
DEPARTMENT: Public Works, Ware County

JOB SUMMARY: This position is responsible for planning and directing the operation of
the department, including the work of road and bridge construction and maintenance
personnel.

MAJOR DUTIES:
• Implements policies and procedures as directed by the County Manager.
• Responds to public complaints about county roads and bridges.
• Plans and directs the work of the department; supervises the work of personnel
involved in road and bridge system construction and maintenance tasks.
• Develops short- and long-range plans and goals for the department; determines
project priorities in conjunction with the County Manager and Commission.
• Prepares and administers the annual departmental budget, maintains records of
all equipment, and verifies payroll time sheets and departmental purchases.
• Inspects road, bridge and drainage systems; plans maintenance and repair
projects.
• Writes specifications for the purchase of equipment.
• Selects and requisitions all materials, equipment and hardware used in the
department.
• Ensures that departmental operations meet safety requirements and county
personnel policy requirements.
• Interviews position applicants for the department.
• Oversees the management of the daily work flow of road maintenance crews to
meet departmental objectives.
• Assists with right-of-way acquisitions; ensures that easements and bar pits are
properly recorded.
• Meets with various local, regional and state agencies and commissions to
discuss departmental activities and projects.
• Performs other related duties as assigned.

KNOWLEDGE REQUIRED BY THE POSITION:
• Knowledge of the techniques, equipment and supplies used in engineering and
road and bridge construction and maintenance.
• Knowledge of departmental and safety policies and procedures.
• Knowledge of federal, state and local specifications relevant to departmental
operations.
• Knowledge of the geography of the county, including road and street names and
locations.
• Knowledge of county policies and procedures, including purchasing and
budgeting procedures.
• Knowledge of the operation and preventive maintenance of a variety of heavy
equipment.
• Skill in budgeting and public financial management.
• Skill in supervision.
• Skill in developing and interpreting plans and specifications.
• Skill in negotiating property acquisitions.
• Skill in the use of computers.
• Skill in oral, written and interpersonal communication.

SUPERVISORY CONTROLS: The County Manager assigns work in terms of goals and
objectives. The employee manages the daily operation of the department fairly
independently. The work may be reviewed upon completion for the nature and propriety
of the final results.
GUIDELINES: Guidelines include construction and trade standards, county and
departmental rules and regulations, safety regulations, and state DOT specifications.
These guidelines require judgment, selection and interpretation in application. This
position develops departmental guidelines.
COMPLEXITY: The work consists of varied planning, administrative and supervisory
duties.
SCOPE AND EFFECT: The purpose of this position is to direct the work of personnel
involved in road and bridge construction and maintenance operation tasks. Successful
performance helps ensure the safety and attractiveness of county roads and the
effective and efficient operation of the department.

PERSONAL CONTACTS: Contacts are typically with co-workers, other county
employees, elected officials, vendors, state DOT personnel and the general public.
PURPOSE OF CONTACTS: Contacts are typically to exchange information, motivate
personnel, negotiate matters, and resolve problems.
PHYSICAL DEMANDS: The work is typically performed with the employee sitting,
standing or walking. The employee must occasionally lift light and heavy objects, climb
ladders, and use tools or equipment requiring a high degree of dexterity.
WORK ENVIRONMENT: The work is performed in an office and outdoors. The
employee is exposed to noise, dust, dirt, grease, machinery with moving parts, and
inclement weather. The work may require the use of protective devices such as masks,
goggles or gloves.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY: This position has direct
supervision over Bridge Repair Supervisor (1), Office Manager (1), and department employees.

MINIMUM QUALIFICATIONS:
• Knowledge and level of competency commonly associated with the completion of
a baccalaureate degree in a course of study related to occupational field.
• Experience sufficient to thoroughly understand the diverse objectives and
functions of the subunits in the division/ department in order to direct and
coordinate work within the division/department, usually interpreted to require
three to five years of related experience.
• Possession of or ability to readily obtain a valid driver's license issued by the
State of Georgia for the type of vehicle or equipment operated.
