What are the responsibilities and job description for the Manager of EL Student Data and Assessment position at Waukegan Community Unit District 60?
- Meet with and respond to calls from parents and other staff members who seek information regarding data in the data management system.
- Assist with verification of student assignment of EL students at the individual school buildings.
- Disseminate information required by the District about Bilingual/ESL programs requested by the Director of EL Programs.
- Assist with the communication of student data pertaining to the testing of EL students to parents, district staff and ISBE.
- Maintain a file with registration information for each student in the District and generate Yellow Bilingual Folders and registration copies for new students as needed.
- Work with preliminary placement data using ACCESS to project to the following year’s classes and prepare student profile sheets for each student showing a variety of data points.
- Manage the process of data management regarding EL students including but not limited to: Activate new TPI/TBE students as they enroll; enter placement levels; tag students who were tested; activate students that re-enroll; verify all student transfers to other schools; assign date and code for all students that drop from the program; deactivate and assign codes for all students that drop from the program; deactivate and assign codes for all students that refuse TBE/TPI; enter placement levels; enter student’s US entry date for State Immigrant Reports; enter language of instruction for over 7000 students.
- Coordinate the maintenance and communication of Bilingual Notification Forms, Home Language Surveys, language proficiency tests and parent consent letter through the data reporting system.
- Manage the IC maintenance of the End of the Year Assessment and exit data for approximately 7000 students enrolled in EL Programs by following procedures.
- Access a variety of data from the Data Management System and provide direction to: Generate active students’ reports as requested; generate class lists as needed; generate reports to correct placement of students based on category, placement and status in classroom and also to verify missing information reports as needed for verification of data; generate reports of retained students as requested.
- Assist in the preparation and development of procedures for the secretaries so they can provide information that will help to maintain accuracy in the Data Management System.
- Conduct a thorough analysis of errors that occur in the Data management system and routinely submit error analysis for corrections to each school.
- Coordinate and monitor the process of the Annual Student Report before submission to the Illinois State Board of Education by identifying: All active students, all refused students, all students that drop from the District; all students that transition to monolingual classes, etc.
- Assist the secretaries, counselors, and school personnel by providing accurate student data that is used for verification of student information.
- Manage the data entry of kindergarten registration information such as: Compile, analyze and prepare tests, Home Language Surveys, and refusal forms for schools; identify and place all EL students; notify principals and work with them to place students by the correct criteria as outlined by state guidelines; deactivate refused students; tag students as needed in the IC system.
- Assist the EL Director with projections for classrooms each year.
- Coordinate all aspects of EL student testing across the district such as WIDA, ACCESS, Spanish Universal Screener including private school assessments; ensure proper scheduling and administration.
- Provide data to Family Support Managers with the Early Warning Intervention System (EWIS) for bilingual students to aid in intervention planning.
- Meet with bilingual families to discuss bilingual services, placement, and program eligibility as needed.
- Organize, disseminate, and collect monitoring data for transitioned EL students for compliance.
- Review and update revisions to the bilingual manual and registration materials as necessary.
- Perform other duties as assigned by the Director of EL Programs, including support for special projects, compliance reviews, and cross-department collaboration.
- The Illinois educational system and relevant resources.
- Cultural background needs and challenges of families served by the District.
