The Waupun Area School District is seeking a (Director of Business Services/Business Manager) for the (2025-2026) school year. The Director of Business Services serves as the chief financial officer for the school district under the District Administrator's direction. This full-time position oversees all financial and business aspects, including budgeting, purchasing, accounting, payroll, and capital planning. The Director also ensures compliance with state and federal requirements, manages food service, transportation, and purchasing programs, assists with personnel functions, and promotes the efficient use of financial resources.
POSITION REQUIREMENTS:
Candidates must hold a minimum of a Bachelor’s Degree in Business Administration to apply. Preferred, but not necessary, is a Wisconsin Department of Public Instruction License as a School Business Manager (License 5008). Other qualifications are to be determined by the District Administrator.
The Waupun Area School District is a 4K-12 school district serving a population of 1900 students in South Central Wisconsin. Located conveniently on Hwy 151, Waupun is only 45 minutes north of Madison and 20 minutes south of Fond du Lac. WASD is home to four schools, including a charter school in Fox Lake.
Preferred Qualifications:
Education and Licensure:
- Master's Degree in Business Administration, Educational Leadership, or a related field.
- Valid Wisconsin DPI License #5008 (School Business Administrator).
Experience:
- Minimum of 3 years of experience as a school administrator or equivalent experience in a school district business office setting.
- Demonstrated experience in developing and managing an annual school district budget.
- Proven ability to lead and supervise payroll, accounts payable, and human resources staff.
Knowledge and Skills:
- Deep understanding of school finance, including Wisconsin school funding formulas.
- Thorough knowledge of GASB rules and WUFAR.
- Strong understanding of human resource management, including onboarding processes and benefit administration.
- Familiarity with the facility assessment and planning process.
- Exceptional communication, collaboration, and technology skills.
- Experience with audits, contract management, financial reporting, and insurance coverage.
- Leadership and Commitment:
- Demonstrated leadership in developing and implementing human resources initiatives.
- Commitment to the education of children and the mission of the school district.
- Ability to build strong relationships with staff, the Board of Education, and the community.
PERFORMANCE RESPONSIBILITIES: This position description is not intended to be an exhaustive list of all duties, knowledge, or skills associated with this position, but is intended to accurately reflect the essential job elements.
I. Financial Management & Oversight
- Develop and oversee the budget process, including long-range planning, resource allocation, and monitoring financial performance.
- Prepare the District's annual budget in collaboration with the District Administrator and Administrative Team.
- Oversee all financial reporting, including monthly reports, grant claims, and annual statements.
- Manage the District's cash accounts and investments.
- Administer a budget control system to ensure proper account management.
- Oversee accounts payable and receivable processes.
- Administer employee payroll and benefit plans.
- Work with consultants to secure competitive rates for employee benefits.
- Maintain debt service records and ensure timely payments.
- Ensure compliance with all local, state, and federal regulations for budgeting, accounting, and business procedures.
- Provide internal audit control of business processes and procedures.
- Arrange for external audits and preparation of annual financial statements.
- Educate the community on the District's financial position.
- Work with other departments to maximize grants and aid.
II. Operational Management
- Provide business management direction for Transportation, Food Service, IT, and Facility/Maintenance operations.
- Oversee the District's purchasing process, ensuring compliance with procurement requirements.
- Evaluate and approve requisitions for materials, services, and equipment.
- Manage the risk management program, including insurance coverage and policy maintenance.
- Oversee the school food services program, including purchasing, reporting, and personnel supervision.
- Manage the District's transportation program, including contracts, reporting, and routing.
- Maintain student census and membership records.
- Assist with the annual calculation of salary schedules and employee benefits.
III. Leadership & Collaboration
- Serve as the chief financial officer, advising the District Administrator and Board of Education on all financial matters.
- Collaborate with the District Administrator on budget development and long-range financial planning.
- Serve as a member of the District Negotiations Team.
- Act as a District employee and student anti-harassment and non-discrimination compliance officer.
- Assist the Board of Education, including acting on behalf of the Board Clerk and serving on the Finance Committee.
- Assist in establishing and maintaining positive relationships with the community, professional organizations, and legislators.
