ROLE SUMMARY

The Project Manager oversees the administrative aspects of assigned construction projects. The Project Manager functions as the primary liaison between Owners, Architects & Engineers, Suppliers, Subcontractors and the project Superintendent.

KEY ROLE RESPONSIBILITIES

CM Jobs

  • Ensure client satisfaction on a continuous basis.
  • Participate in presentations to the Client and in negotiations for final Contract.
  • Draft the Contract with the Owner for review by the President.
  • Attend and jointly conduct pre-award interviews with subcontractors and suppliers.
  • Award and write Subcontract Agreements and Purchase Orders, in accordance with policy and procedures, to the selected vendors to ensure that materials, labor, equipment and tools are available as required to meet the established schedule.
  • Coordinate and conduct project kick off meeting with Superintendent and Project Assistant.
  • Preparation and management of submittal schedule.
  • Preparation and management of construction schedule.
  • Obtain additional bids from Subcontractors and Suppliers as required.
  • Visit sites regularly as project requires.
  • Maintain daily contact with the Superintendent. Review schedule and progress.
  • As required, meet with Owner(s) to discuss job specific decisions and issues.
  • Review changes, quote and receive change orders from Architect and the Owner accordance with policies and procedures.
  • Issue Change Orders to Subcontractors and Suppliers in accordance with policies and procedures.
  • Revise budget and communicate revisions to the Accounting Department in accordance with policies and procedures.
  • Approve Subcontractor and Supplier invoices as received.
  • Review payment list prepared by Accounting. If any subcontract payments need to be placed ‘on hold’, notify Accounting in writing, within one (1) business day and indicate reason.
  • Develop invoices to Owners in accordance with policies and procedures.
  • Process and execute back charges to Subcontractors and Suppliers in accordance with policies and procedures.
  • Conduct and/or attend job meetings, contractor coordination meeting, OAM meeting, as required.
  • Maintain frequent and open lines of communication with Subcontractors and Suppliers to ensure the project remains on schedule.
  • Obtain insurance and bonds, as applicable by contract with owner, through the Accounting Department.
  • Verify subcontractors and suppliers have insurance and Workers Comp. in place before work at site commences.
  • Verify builders risk is in place with owner before work at site commences.
  • Monitor progress of the job with respect to budget. Investigate/resolve unfavorable budget variances and trends.
  • Maintain cost control throughout the project and attend monthly job cost review meetings.
  • Manage project close out process.
  • As needed, resolve all issues with subcontractors and suppliers.
  • Evaluate the performance of Project Superintendent at the conclusion of the project.
  • Evaluate and approve all over-time requests.
  • Assist in the collection of over-due Accounts Receivable as requested.
  • Perform any other task and duty as may be assigned.
  • With the President & CEO, and Business Development Specialist, help to strategize the response to RFP’s and RFQ’s.

As required ONLY for projects where the Project Manger also is the Estimator:

  • Review and/or prepare and submit estimates, budgets, checklist and schedules in accordance with policy and procedures.
  • Develop and obtain approval of Project budgets at each phase per policies and procedures.
  • Refine control estimate and Budget estimate check list and schedule.
  • Obtain approval of design development program and schedule.
  • Review progress with respect to plans and specifications.
  • Review documents and specifications for completeness.
  • Write or develop Scope of Work book.
  • Create bidders list from the Sublists Book and contact all selected bidders within 2 days of issuing the Invitation to Bid.
  • Issue Addenda and Pre-construction bulletins.
  • Receive and evaluate bids.
  • Project Manager to verify that the Owners approval was obtained to proceed with job. All approvals must be in writing. Work may begin with a verbal approval only with approval of the President & CEO.

Hard Money Bids

  • Participate in the decision making process on deciding which jobs to bid.
  • Obtain drawings and specifications from Architect.
  • Review plans and specifications and makes bid summary.
  • Create Subcontractor and Supplier bidders list.
  • Contact major subcontractors and suppliers to discuss the project within 2 days of decision to bid to determine intent and create interest.
  • Review plans and specifications and make bid summary.
  • Prepare take-offs and recapitulations on selected items of work including General Conditions. General Conditions are to be reviewed with the President and Manager of Estimating & Pre-Construction 3 days prior to bid.
  • Obtain competitive bids from all Subcontractors and Suppliers in accordance with the Company’s policy and procedures.
  • Work with the Administrative Assistant in gathering and assembling bid documents.
  • Assemble bid and review with President and Manager of Estimating & Pre-Construction. The final bid must be approved by the President.
  • Make arrangements to deliver bid.

Design Build Jobs

In addition to aforementioned responsibilities:

  • Select Architect and Engineer to develop drawings, specifications and other required documentation for the project.
  • As required by the project, obtain approval from the Owner for the Architect & Engineer.
  • Obtain approval in writing of drawings, specifications and other documentation is prepared in a manner that will ensure timely completion of the project.

All Jobs

  • Respond to unsuccessful bidders.
  • Timely completion of projects in accordance with approved schedules (in association with the Superintendent).
  • Meeting or exceeding the gross profit goal percentage on all assigned contracts.
  • Timely and accurate billing of the project including change orders.
  • Review and approval of invoices to ensure accuracy and timely payment to subcontractors and suppliers.
  • Planning all operations to optimize efficiency of the project.
  • The incumbent is responsible for tracking and controlling project costs and maintaining an up-to-date budget.
  • Maintaining a positive working relationship with Subcontractors, Suppliers, Architects and Owners.
  • Coordination of all project organization meetings including assignments for project staff.
  • Maintaining a cooperative relationship with all other departments of Welty Building Company Ltd.
  • Managing overall job quality and owner expectations (in association with the Superintendent) in accordance with the standards established by the Company.
  • Supporting and participating in programs and functions to project a favorable image of Welty Building Company Ltd.
  • Securing permits as necessary.

  • Ability to read and understand drawings and specifications.
  • Knowledge of the means and methods of construction management.
  • Knowledge of specific trades and scopes of work.
  • Knowledge of Lean process and philosophy.
  • Ability to build relationships and collaborate within a team, internally and externally.

EDUCATION

  • Bachelor’s degree in construction management, engineering or related field (Preferred).
  • In lieu of the above requirements, equivalent relevant experience will be considered.

EXPERIENCE

  • 5 years of commercial construction experience
  • 3 years of commercial Project Management experience

CERTIFICATIONS AND PROFESSIONAL AFFILIATIONS

  • Successful completion of company training and role-specific professional development coursework, within required timeframe (Required).

WORK ENVIRONMENT

  • Must be able to lift up to 10 pounds.
  • May require periods of overnight travel.
  • Must be willing to work non-traditional hours to meet project demands.
  • Normal office environment, but may also be exposed to extreme conditions (hot or cold).
  • Frequent activity: Sitting, Viewing Computer Screen.
  • Occasional activity: Standing, Walking, Bending, Reaching above Shoulder, Pushing, Pulling, Climbing.
