Job Summary
The Regional Community Services Manager oversees the programming, coordination of services, volunteers, and staff of Resident Services in their region, and coordinates with the other Regional Community Service Managers and the Director of Resident Services on initiatives that span across all regions. This role manages Resident Services Coordinators, social work interns, and volunteers, and oversees activities at approximately five to eight residential communities, some of which contain computer labs, resident resource centers, and other activity rooms for Resident Services programs. This hands-on leader manages program development, planning, implementation, and evaluation, for a range of resident populations, including families, single households, and those with special needs.
Region
This opening is for the regional manager responsible for overseeing Resident Service Coordinators and interns for Wesley Housing’s properties in Washington, D.C. and Alexandria, VA.
Essential Functions
Staff Management
• Manage Resident Services staff.
• Provide leadership by establishing and maintaining a strong sense of teamwork through activities including regular staff meetings and group discussion.
• Supervise field placement interns.
• Perform annual employee evaluations and mid-year check-ins; establish an approach of ongoing coaching and feedback with direct reports.
• Recruit, schedule, and oversee volunteers to assist with program and service delivery. Teach and tutor (e.g., workshop, computer instructors, ESOL) as needed.
• Train staff on how to manage volunteers and collect program and volunteer data.
Delivery of Programs and Services
• Oversee the delivery and measurement of high impact services, in compliance with grant contracts.
• Develop, implement, and evaluate programs. This includes developing program protocols and curricula as needed.
• Consistently track and measure program progress. Analyze outcomes and available data to determine program improvements.
• Manage program budgets and ensure program operations are in compliance with funder’s standards and requirements.
• Plan and execute community, volunteer and special events (e.g. back to school and holiday drives; stuffing parties).
• For seasonal programs, oversee distribution of supplies through community events that contribute to increased resident and donor engagement.
• Solicit and capture program feedback from residents, program participants, and property management. Incorporate feedback into ongoing program improvements.
• Pro-actively reach out to residents to assess their needs and to connect them with resources that improve their overall housing stability.
• Develop and execute effective outreach, marketing, and communication plans, in concert with Property Management and External Relations, to maximize program success.
• Collaborate with External Relations to document and share the “story” of program impact on residents
Community Partnerships
• Represent Wesley Housing with professional, government, academic, faith-based, and other social service organizations.
• Work with property management to identify and resolve maintenance and safety issues.
• Work with internal and external partners to provide referrals for residents in crisis.
• Participate in local, district, state, and national meetings and efforts related to housing stability and volu7hbnteerism.
• Work cooperatively with other employees, residents, agencies, and the public.
Project and Process Management
• Perform quality assurance and improvements (e.g. resident files and program registration forms) to ensure program and grant objectives and standards are met.
• Provide oversight of IT service delivery with contracted technical support at community resource centers
• Ensure adherence to Wesley Housing’s confidentiality standards, including resident and proprietary information.
• Perform other duties as assigned
In addition to the above duties, each of the Regional Community Services Managers also oversees one of the below three areas, managing the program across all Wesley Housing properties. Because volunteers, community partners, and seasonal programs are present in each region, these duties involve a great deal of inter-regional collaboration, and the establishment of standard guidelines and processes so that volunteers, community partners, and residents can enjoy a consistent experience with Wesley Housing, regardless of region.
Volunteer Management
• Manage Wesley Housing’s volunteer program.
• Leverage different platforms to increase and maintain pipeline of volunteers. Manage the volunteer application process.
• Develop and maintain volunteer job descriptions, in concert with human resources.
• Create and disseminate materials for new volunteer orientation. Conduct or oversee delivery of volunteer orientation program.
• Providing ongoing training and communication to volunteers, at least on a quarterly basis, to share best practices, inquire about their needs, pass on Wesley Housing program updates, and to foster an engaged volunteer community. Includes volunteer newsletter, virtual training, and in-person gatherings.
• Manage a volunteer database. Ensure accurate entry of all volunteers, volunteer hours, and confidential storage of volunteer information.
• Plan and conduct volunteer recognition activities (e.g. Volunteer Appreciation Week).
Community Partnerships
• Develop community and private partnerships to provide programs and services at the properties; develop partnership agreements, memorandums of understanding, and contracts.
• Advise External Relations on active and inactive partnership relations, in order to facilitate public relations and fundraising.
• Develop and maintain a community partner database, documenting collaborations, organization contacts, and ongoing communication, in order to build a strong, sustainable network of community partners.
• Develop and disseminate processes for management of community partner relationships and provide training to other Resident Services staff on processes.
• Serve as point of contact for faith-based and other community organizations and conduct ongoing outreach to expand support of resident services programs.
• Receive and evaluate partnership referrals from External Relations. Respond to External Relations department and the potential community partner.
• Hand off local community contacts to the appropriate Regional Community Services Manager, or in the case of multi-region community partners, serve as main point of contact.
Seasonal Programs
• Develop program budget, schedule and guidelines for seasonal programs and events that are rolled out throughout Wesley Housing’s footprint (such as the annual back to school supplies drive and holiday toy drive).
• Develop and communicate program criteria for program participation and ensure a smooth and fair selection process.
• Coordinate selection of program participants and communication of program criteria to interested residents.
• Research and secure program vendors.
• Collaborate with External Relations, volunteers, and community partners to ensure active community participation.
Requirements
Education and Experience
• Master’s Degree in Social Work (MSW)
• Two years’ experience supervising employees
• Five years’ experience as a direct service provider in a social services setting
• Two years’ experience in program development and implementation
Knowledge, Skills and Abilities
• Able to communicate effectively, orally and in writing
• Excellent problem-solving skills
• Experience in community organizing
• Experience with community programs and nonprofit organizations
• Familiarity with federal and foundation grant writing and grants management
• Demonstrated proficiency with computer hardware and operating systems
• Proficient with MS Office
• Project management and implementation experience
• Experience working with culturally diverse populations, low income families and individuals, seniors, and persons with disabilities
• Bi-lingual preferred
Physical Job Requirements
• Able to remain in a stationary (standing and/or seated) position more than half the time, often while viewing a computer monitor
• Able to operate a motor vehicle (car, truck, van)
• Able to maneuver (lift, move, carry, slide, etc.) up to 15 pounds of material
• This position is occasionally exposed to outdoor weather conditions but spends most of their time in a climate controlled environment
Travel Requirements
• This position commutes between site locations within their assigned region 25-50% of the time.
