What are the responsibilities and job description for the Licensed Chemical Dependency Counselor position at West Texas Centers?
Ensure all State of Texas (HHSC) standards, certifications, and licensures are adhered to. Will enter data into the appropriate electronic health record and CMBHS and ensure all documentation into CMBHS is accurate and timely. Provides screening and assessment in accordance with the DSM-V criteria as well as the Texas Department of Insurance (TDI) criteria to determine eligibility or referral. Provide individualized treatment planning. Complete all reports, treatment plans, and admissions within time frames. Provide substance abuse psycho-educational groups. Provide individual, and process group counseling. Ensure all case management documentation and service coordination activities and documentation are completed within time frames and scope of license. Maintain professional attitude and behavior; follows Code of Ethics for LCDC, and WTC. Community outreach may include educating communities about substance abuse prevention and other related issues, speak at public engagements and represent West Texas Centers on local committees and or community advisory councils. Duties of the position will require frequent interactions with individuals served, their families, and other service providers. Requires flexible hours, involves extensive paperwork, and will require self-directed performance. Travel and the use of a personal vehicle are required. Must have a valid Texas driver's license and a driving record that is acceptable for insurability through the Center's insurance carrier. Supervised by the SUD Services Program Manager.
ESSENTIAL TASKS AND PURPOSES:
- Will perform intake activities including, screening, assessment and treatment planning on all cases assigned.
- Provide screenings in accordance with the DSM-V criteria.
- Ensure all financial resources have been previously determined and if not, referred to the Consumer Benefit Specialist.
- Provide comprehensive assessment is completed within the appropriate health record and submitted into the CMBHS system.
- Provide individualized treatment planning based on a comprehensive assessment and is entered into the appropriate health record.
- Responsible for the treatment of the client within the parameters of the HHSC COPSD Grant program.
- Observe clients during sessions and document behavior, attitude and progress.
- Enter all client information into the appropriate health record.
- Provide and document one hour of process group or individual counseling services for every 6 hours of educational activities.
- Provide substance abuse psycho-educational groups.
- Provide individual, and process group counseling.
- Provide at least one hour of education on the effects of alcohol, tobacco, and other drugs on the developing fetus to all male and female clients prior to discharge.
- Provide quality case management documenting all service coordination activities throughout the continuum of care.
- Performs all work functions and interactions using a trauma informed approach.
- Will ensure that all program requirements are met.
- Maintain knowledge in the up-to-date clinical aspects of treatment service protocols.
- Attend staff meetings and program required trainings as instructed.
- Achieve and maintain program productivity including billing/covered hours per week. (hours to be determined by Program Manager)
- Must complete orientation and annual trainings successfully.
- Maintain professional attitude and behavior; follows Code of Ethics for LCDC's and WTC's.
- Responsible for conducting activities directed at community development and community relations, including directing program marketing efforts.
- Performs community development and community relations including local committees and advisory groups, including the marketing of program services in the community, as assigned by Director of Behavioral Health and/or the Special Projects Coordinator.
- Employee must be able to travel in personal or center vehicle up to 70% of working time.
- Employee will travel extensively throughout the 23 county service area and where other local resources may be available.
- Employee will submit travel reimbursement requests within established guidelines.
- Employee will be responsible for developing a travel and work schedule as required by the supervisor.
- Provide training to other persons as required or requested related to the substance abuse program.
- Will develop and deliver training related to the substance abuse program pertinent to the audience or requestor.
- Training will be planned and delivered professionally, timely and appropriate documentation completed.
- Must be computer literate to manage Word documents, Excel spreadsheets and email.
- Will be required to submit reports, documentation via Word and Excel
- Documents must be timely, accurate and professional. Must communicate extensively via email.

Staff will establish and maintain effective work relationships with individuals served and their families, supervisors, co-workers, and visitors by demonstrating cooperative, courteous, and respectful behavior. Staff will adhere to rules outlined in Confidentiality Statement signed by employee and follow Information Services policy/ procedure guidelines related to security and accountability as a user of WTC network and software application technology.
All team members will promote and ensures safety guidelines are followed for the work environment by maintaining clean, neat, organized and safe work areas. This includes but is not limited to the following:
- Safety concerns are reported to supervisor immediately upon discovery and/or corrected.
- Identifies and reports any unsafe factors in the environment.
- Reports and/or corrects safety hazards in the work area.
- Utilizes universal precautions when handling all blood and body fluids.
- Adheres to all standards, policies and procedures of infection control.
- Universal precautions are utilized in accordance to WTC policy and procedures.
Team Members must have and maintain a driving record that is acceptable for insurability through the Center's insurance carrier. Staff must maintain a safe, inspected and road-worthy vehicle and have a valid Texas Driver's License. Staff must notify supervisor immediately of any driving violations or citations received from law enforcement with no evidence of failure to report. Must meet the criteria that indicate a commitment to safe and responsible driving as defined by the Texas Risk Management Fund.
