Willdan is seeking a full time Traffic Engineer to work in our Elk Grove Office. The selected individual will oversee a municipal Traffic Engineering Group of the City of Elk Grove's Public Works Department and perform the functions mandated by City Code, State Vehicle Code, and /or Manual on Uniform Traffic Control Devices; manages and supervises a broad range of traffic-related activities involving installation of traffic controls, analyses of collisions/traffic problems, Speed Control Program/ Citywide traffic calming programs, Traffic Management Center; coordinates Group activities with Department of Public Works managers/staff, other City department managers/employees, outside vendors/contractors/agencies, and the general public as required; and assures Group compliance with applicable laws, ordinances, and codes.

This is a mid-level management position involving a highly specialized technical field. Duties are administrative/managerial in nature, and the incumbent works with significant independent authority to perform work that is complex. The incumbent provides advanced technical engineering expertise in traffic-related areas. The Traffic Engineer works extensively with Department of Public Works managers/staff, other City department managers/employees, various public/private organizations, and the general public


Responsibilities include supervisory authority over subordinate management, technical, and/or support positions whose incumbents perform a wide range of traffic engineering and related services.

  • Plans, organizes, staffs, directs, and controls a wide range of activities to oversee the Traffic Engineering Group of the City's Department of Public Works; establishes Group priorities; monitors the efficiency and effectiveness of Group work products through quality control and related activities; develops, recommends, and implements Group goals, objectives, policies, and procedures in accordance with the Department's core purpose, mission, vision, and values; recommends strategies to improve the efficiency and effectiveness of Group operations.
  • As required by City Code, provides technical engineering expertise and authority regarding a variety of traffic-related issues; directs and authorizes plans and specifications for new and revised traffic signal systems; evaluates and approves the installation, or replacement of signals, signs, and markings; reviews and approves subdivision and site plans/re-zoning requests for traffic impact; reviews traffic-related collision reports to identify remedies when appropriate; oversees and develops Citywide traffic calming programs; oversees the Traffic Operations Center and the implementation of emergency traffic measures as needed.
  • Develops, recommends, and administers the Group's budget(s); develops revenue projections; predicts resource needs and develops proposals; recommends and authorizes expenditures within limits of authority; administers internal fiscal control systems and procedures; oversees the use of automated systems and programs within the Group.
  • Monitors legislation and assures Group compliance with traffic-related laws, regulations, statutes, and codes.
  • Establishes and maintains contacts with Department of Public Works managers/staff, other City department managers/employees, public and private agencies, the general public, and others; may represent the Department as assigned; responds to and resolves inquiries and/or complaints; participates on committees and task forces as assigned; conducts and/or attends meetings, classes, conferences, and workshops as assigned.
  • Selects, assigns, trains, directs, mentors, and evaluates subordinate staff, including subordinate managers, supervisors, technicians, and others; directs and/or participates in the preparation of complex statistical and narrative reports, correspondence, and other documents, including those required by law; makes presentations to individuals and/or groups as required; reviews and approves all Traffic Investigation reports and recommends mitigation measures.
  • Performs other or related duties as assigned.

Knowledge of:

  • Advanced principles, practices, methods, tools, and materials essential to traffic engineering and management.
  • California traffic-related laws, regulations, codes, and commonly-used manuals, including the California Vehicle Code, the California Manual on Uniform Traffic Control Devices, the Highway Capacity Manual, and the Caltrans Highway Design Manual.
  • Occupational hazards related to traffic engineering operations and appropriate safety practices.
  • Principles and practices of modern public administration including planning, organizing, staffing, directing, and controlling.
  • Principles and practices of human resources management, supervision, and training.
  • Public relations practices and techniques.
  • Current literature, laws, regulations, and developments, as well as, various agencies that impact municipal traffic operations.
  • Research methods; report writing techniques; statistical concepts and methods; principles and techniques of project management.
  • Knowledge of Traffic Management Center (TMC) and traffic signal operations



Ability to:

  • Manage a municipal traffic engineering operation; meet critical deadlines; make decisions under pressure.
  • Use computer applications and software
  • Supervise subordinate personnel, including managers, supervisors, and technical staff.
  • Develop, recommend, and administer policies and procedures necessary for efficient and effective operations.
  • Develop, administer, and control a large traffic Group budget.
  • Read and interpret complex laws and regulations impacting traffic management activities.
  • Establish and maintain effective working relationships with City Council members and other public officials/managers, co-workers, public/private agencies, and the general public on a variety of issues.
  • Prepare and present complex narrative and statistical reports, correspondence, and other documents.
  • Respond to media inquiries regarding traffic matters.
  • Objectively analyze issues and develop effective solutions and recommendations.

The position requirements are:

  • Registered Traffic Engineer in California is required and concurrent registration as a Civil Engineer is highly desirable.
  • Bachelor's degree in Engineering or related field.
  • Five years performing supervisory-level professional traffic engineering work in a public or commercial setting. Ideally, such experience should have been gained in an urbanized metropolitan jurisdiction.
  • Clean driving record

The selected candidate will be a key member of Willdan's Elk Grove team working with the management staff. They will be a self-initiator assisting senior management.
