Willdan Lighting and Electric (WLE), a subsidiary of Willdan, is seeking an Energy Efficiency Deputy Program Manager. In this role you will play a crucial role in overseeing and supporting the implementation of the Small Business & Nonprofit Energy Efficiency Program within our organization. The Energy Efficiency Deputy Program Manager will work closely with the Energy Efficiency Program Manager. They will assist in designing, planning, and executing initiatives aimed at reducing energy consumption, optimizing resources, and promoting sustainable practices. Responsibilities will include project coordination, stakeholder engagement, data analysis, and monitoring program effectiveness.

Essential Duties and Responsibilities

  • Assist in the development and implementation of energy efficiency programs, including but not limited to initiatives related to buildings, appliances, transportation, and industrial processes.
  • Collaborate with the Program Manager to establish program goals, timelines, and budgets. 
  • Coordinate with internal teams, external vendors, and stakeholders to ensure smooth program execution.
  • Conduct research to identify emerging trends, technologies, and best practices in energy efficiency. 
  • Collect, analyze, and interpret data related to energy consumption, savings, and program performance. 
  • Prepare reports, presentations, and dashboards to communicate program outcomes and progress to management, stakeholders, and the utility.
  • Utilize data insights to identify areas for improvement and optimizations within the energy efficiency program. 
  • Foster positive relationships with key stakeholders, including state agencies, utility providers, industry partners, and community organizations. 
  • Collaborate with stakeholders to identify opportunities for collaboration, funding, and resource sharing.
  • Represent the organization at meetings, conferences, and industry events related to energy efficiency initiatives.
  • Develop and implement metrics and key performance indicators (KPIs) to evaluate the effectiveness and impact of energy efficiency programs. Conduct regular audits and assessments to ensure program compliance with regulatory requirements and industry standards. 
  • Identify areas for improvement and recommend strategies to enhance program efficiency and effectiveness. 
  • Provide guidance and support to program staff, interns, and all involved in energy efficiency initiatives.
  • Foster a collaborative and inclusive work environment that encourages innovation, creativity, and continuous learning. 
  • Facilitate training sessions and workshops to enhance the skills and knowledge of program team members and participating contractors.
  • Directly and indirectly manage program staff. 
  • Assist the Program Manager in hiring and staff training.   

Job Requirements / Qualifications

  • Bachelor's degree in environmental science, engineering, business administration, or related field (Master's degree preferred). 
  • 5 years of experience in energy efficiency, sustainability, or related field, with a proven track record of project management and program implementation.
  • Knowledge of energy HVAC equipment and mechanical systems, including heat pumps, motors, variable speed drives, chillers, cooling towers, air handlers, chilled and hot water loops, and boilers. 
  • Strong analytical skills, with the ability to collect, analyze, and interpret data to drive decision making and program optimization.
  • Excellent communication skills, both written and verbal, with the ability to effectively communicate complex concepts to diverse audiences. 
  • Demonstrated experience in stakeholder engagement, relationship management, and collaboration with cross-functional teams.
  • Proficiency in Microsoft Office Suite, data analysis tools, and project management software. 
  • Knowledge of energy efficiency regulations, policies, and standards at the local, state, and federal levels. 
  • Certified Energy Manager (CEM) or similar certification is a plus.
