What are the responsibilities and job description for the Aircraft Dispatcher position at World Atlantic Airlines?

DISPATCHER

The Dispatcher on duty, acting on behalf of World Atlantic Airlines, exercises the operational control of World Atlantic Airlines flights. His/her decisions are based upon all considerations of safety, on-time departures, economics, and World Atlantic Airlines policies. The Dispatcher is directly responsible to the Manager of Dispatch. In his absence or incapacitation the Manager of Dispatch will assume his duties unless another fully qualified and authorized dispatcher is available.

1. Specific Duties:

a) Evaluate the weather for present conditions and future trends, as it affects the areas over which he/she exercises control of World Atlantic Airlines, flights. Begin with the weather charts; look for fronts, upper air patterns, and predictability of thunderstorm activity. Follow that mental picture and in the terminal forecasts (TAF’s) confirm the weather. Check the METARS and see how they match the TAF’s.

b) Check the Reading file for current instructions and applicable policies. The reading file is checked before the shift & is initialed after it has been read and understood.

c) Check airport conditions and NOTAM files for current conditions of en route, terminal, communications and navigation facilities. A NOTAM board will be kept in SOC and checked by the oncoming dispatchers, who in turn will relay any additional data to the flight crew.

d) Fully brief the relief shift prior to ending the duty day. Begin with the shift log and any irregularities which may have occurred. Continue with maintenance items (MEL’s & CDL’s) that will have an effect. Are all flight crews in position? Are any airplane swaps required to maintain schedule reliability? Fully brief on the weather conditions and trends.

e) Request and check computer flight plans for the flight(s) under his/her control. Checking for possible errors in route, as well as speeds, altitudes, weights. Check points, times and required fuel. After verification, file the flight plan with the ARTCC.

f) Verifying the proper fuel load(s) for the flight(s) under his/her control. He/she also notifies appropriate personnel concerning the fuel requirements. When the computer flight plan is delivered and the minimum fuel is displayed, determine if additional fuel be required for any routes or holding. Advise departure station of the required fuel load.

g) Verify Maximum Takeoff, Landing and Zero Fuel Weights for each flight segment. Check with the Reservations department or Tour Operator for the actual or forecasted number of passengers for the particular flight. Enter the number of passengers, baggage and cargo into NAVBLUE system for a computer flight plan. Upon receipt, check the TOGW against the runway analysis. Check for NOTAMS/SNOTAMS for landing weight restrictions.

h) Request from maintenance control the status of all aircraft, including outstanding MEL’s or CDL’s that may affect the performance of World Atlantic Airlines, aircraft. Check the daily updated DMI list published by Maintenance control. Enter the items on the dispatch release and advise the flight crew of any operational restriction.

i) Verify crew, route, and airport qualifications – to ensure qualified crews are available for all flights. The Dispatcher on duty will be familiar with all regulations governing crew qualifications, and time limitations.

j) Issue Dispatch Releases for individual flights using the best means available (email, facsimile, etc.) after selecting suitable alternates and considering all above factors.

k) Monitoring the progress of each flight, updating crews enroute of changes in weather, ATC delays or any other condition that may affect the progress and safety of the flight. Vigilance of weather conditions, ATC delays and relaying the information to the flight crews is essential.

l) Keep current and qualified in all aspects related to Dispatch Release procedures, Operations Specifications, the content of the General Operations Manual, CFR’s and World Atlantic Airlines, aircraft. The Read/Initial file is an important tool for relaying information to all shifts. Any changes to policy & Procedure will initially be placed in the read/initial file prior to being entered as a manual revision.

m) Coordinate with Crew Scheduling the availability and positioning of crew members. Each evening, crew scheduling will make available a list of flight crew member names for flight operating the following day along with a reserve crew list (in the event of a no-show) for each station.

n) Coordinate with other stations to facilitate the “on-time” operation of flights. Ensure schedule reliability, aircraft changes and crew changes that may have to be made. Confer with maintenance control and crew scheduling prior to final determination.

o) Obtain and log all required information in the Operations shift Log.

p) Maintain current information in the Dispatch tracking system (Dispatch Pro).

q) Issue pertinent information to stations involved in delays, changes of equipment, crew, re-routing, cancellations, etc.

r) When needed, execute the procedures established in the Emergency Procedures Section of this manual.

s) Inform appropriate authorities, management, and other interested parties about aircraft movements.

t) Provide a full briefing to the flight crew, prior to departure, including, but not limited to flight plan route, field conditions, NOTAMs, route and terminal facilities and weather conditions at involved airports and along route.
