The ideal candidate has strong technical scheduling expertise, clear communication skills, and direct experience obtaining schedule approvals through U.S. Army Corps of Engineers (USACE) and Naval Facilities Engineering Systems Command (NAVFAC).
Key Responsibilities
- Develop, maintain, and update comprehensive project schedules using Primavera P6 and/or Microsoft Project.
- Prepare baseline schedules, progress updates, recovery schedules, and time-impact analyses.
- Review plans, specifications, contracts, and scopes to build logically sequenced schedules.
- Conduct Critical Path Method (CPM) analysis; identify impacts, risks, and acceleration opportunities.
- Facilitate regular schedule review meetings with project teams, superintendents, and subcontractors.
- Prepare detailed schedule narratives, progress reports, and look-ahead schedules.
- Review and integrate subcontractor schedules into the master schedule.
- Analyze delays, evaluate change order impacts, and prepare substantiated Time Impact Analyses (TIAs).
- Coordinate directly with USACE and NAVFAC stakeholders to prepare, submit, and obtain schedule approvals, ensuring compliance with federal standards and requirements.
- Support project managers in schedule-based decision-making, resource planning, and forecasting.
- Maintain accurate documentation for schedule logic, updates, assumptions, and revisions.
Qualifications
- Bachelor’s degree in Construction Management, Engineering, Architecture, or related field preferred.
- 5 years of construction scheduling experience, preferably within commercial, civil, or federal projects.
- Hands-on experience with USACE and NAVFAC scheduling requirements, submittal processes, and approval workflows.
- Demonstrated ability to successfully obtain schedule approvals for government projects.
- Proficiency in Primavera P6 required; Microsoft Project experience beneficial.
- Strong understanding of sequencing, CPM methodology, and construction means and methods.
- Experience with schedule delay analysis, claims support, and time-impact evaluations.
- Ability to read and interpret construction drawings, specifications, and contract documents.
- Strong analytical, communication, and presentation skills.
- Ability to manage multiple projects and deadlines with minimal supervision.
- Familiarity with federal (USACE/NAVFAC) quality control processes, submittal schedules, and project delivery requirements.
- Knowledge of LEAN construction principles.
- Experience with cost and resource loading.
- Strong technical writing skills for producing schedule narratives and government submittals.
- Proactive problem-solving and risk-identification abilities.
- Contract/consultant role with flexible hours based on project needs.
- Periodic site visits may be required for schedule validation and coordination.
- Must work effectively with cross-functional teams and adapt to shifting project priorities.
