POSITION SUMMARY OF RESPONSIBILITIES Conducts and participates in unemployment insurance tax enforcement programs in OESC’s Employer Compliance Department within the Tax Division; this tax department is responsible for administering the state unemployment insurance tax program mandated by the U.S. Department of Labor in accordance with federal & state law, rules, regulations, policies, and procedures. Counsel appropriate stakeholders on the interpretation of and compliance with the Oklahoma Employment Security Commission Act, Administrative Rules, and correct reporting procedures. Balance the tax accounting system to ensure all monies and charges are correctly posted to the taxpayer’s account. Receive and analyze required employer documentation to ensure compliance with state law, agency & departmental procedures resolving issues of taxpayer’s compliance with tax and wage reporting. Conduct Employer Compliance Department front-line work and front-line team work as needed with a wide variety of decision-making. Maintain the required safety and security protocols associated with the above-mentioned responsibilities. Position Essential Functions *Utilize excellent customer-service skills to provide the best results for the multiple activities involved in the Employer Compliance Department work activities and due to the high volume of tax-related questions from stakeholders. The work activities include but are not limited to: determine employer liability for compliance with the OESC Act; assign employers tax numbers; maintain changes in business ownership, address, and liability status; manage employer unemployment insurance (UI) tax accounts and tax accounting records; enforce continued employer compliance with UI tax filing and payment requirements; investigate missing wages for UI claimants denied UI benefits for insufficient wage credits; UI benefit wage charge/reimbursing employer billing; annual employer UI rate process; make determinations on total/partial successor processes. *Review and analyze incoming applications for employer’s OK Unemployment Insurance (UI) Tax Account number, Employer Status Reports, and wage data to determine Unemployment Insurance (UI) tax liability of new, successor, and reinstated employing units according to statutory provisions. *Prepare account registration documentation & other financial records to ensure that they comply with state law / agency and departmental procedures. *Research highly complex problems and situations involving business acquisitions and transfers applicable to successor employers. *Maintain daily accounting history records, audit State Unemployment Tax Act (SUTA) tax accounts and approve, prepare, and post accounting entries to reconcile and maintain accounts. *Counsel taxpayers on laws and regulations governing SUTA tax obligations & meeting these requirements. Audit SUTA tax accounts & certify Federal Unemployment Tax Act (FUTA) tax credits with IRS. *Assist supervisor(s) as needed, prepare correspondence, and complete projects requiring exception handling. *Follow the required OESC’s safety / security protocols. *Prefer fluent in English and Spanish These job functions, responsibilities and activities may change at any time with or without notice. Ability to - write basic reports; establish and maintain effective working relationships with others; to perform highly independent work; participate with others as a contributing team member; conduct several projects simultaneously; handle confidential work; review and analyze financial information; analyze and resolve complex situations; serve as an expert witness in administrative hearings; make independent decisions; prioritize work independently; interpret and handle routine matters in accordance with agency policy; follow oral and written instructions. Physical Demands/Work Environment Work is typically performed in the office setting with climate-controlled settings and exposure to noise levels determined by the office environment. While performing the duties of the job, the employee is required to talk, stand, bend, walk, and reach with hands and arms requiring periods of sitting or standing and daily use of computer and phone. It also requires the occasional use of the office machinery in accordance with safety and security protocols. MINIMUM QUALIFICATIONS Education and Experience requirements at this level consist of a bachelor’s degree in accounting, business, or public administration; or an equivalent combination of education and experience, substituting professional level public administration, auditing, or accounting experience for each year of the required bachelor’s degree.
