The Oklahoma Employment Security Commission has been authorized to utilize a Selective Qualification when interviewing applicants for this position. This is a Local Veterans' Employment Representative (LVER) position. Current proof of service-connected disability dated within six (6) months must be submitted with your electronic application. Evidence of military service dates (DD214) must accompany your electronic application. Will be selected in accordance with Title 38, U.S. Code Section 4104. Job Type/Salary/Location Full-time Vacancies: One Salary: $45,495.84 annual; $21.87 ($21.873) hourly Primary Working Hours: M-F; 8:00am – 5:00pm FLSA Status: Non-Exempt Location: Oklahoma City, OK Supervisory: No Training: In-house; on-the-job; in accordance with the US Department of Labor. Travel: Applicants must be willing and able to fulfill all job-related travel normally associated with this position. Position Essential Functions Promote Veterans’ Employment through social media and networking opportunities. Conduct employer outreach to organizations within assigned territory to identify veteran-friendly employers, market veteran clients to them, reinforce reasons to hire veterans, and generally function as an advocate for job seeking veterans in the region. Work directly with regional DVOPs to conduct “job development” matching specific employer’s needs to specific veteran’s skills / qualifications. Assist employers in setting up accounts in EmployOklahoma. Plans, develops, prepares, and presents job clubs, job fairs, job search workshops, and other employability services to veteran applicants and employers & other community-based organizations interested in hiring veterans as the veteran representative in the Workforce Center communities. Identify strategic business partners and develop relationships with these entities to increase employment opportunities for the veterans participating in the center programs. Invite employers based on ability to offer immediate employment to VR&E (Vocational Rehabilitation and Employment) clients and other case-managed veterans. Participate in regional Business Services Teams to facilitate veteran employment opportunities with employers in the area that are seeking out qualified veterans. Conduct training workshops and seminars in conjunction with specific employers. Coordinate with unions, apprenticeship programs, and business organizations to promote and secure employment and training programs for veterans while ensuring compliance with federal mandates. Promote apprenticeships, credentialing and licensing opportunities for veterans. Work regularly with AJC managers in assigned territory to participate in the “Business Services” outreach of each AJC, to coordinate efforts, and to provide regular (at least monthly) training to veteran and non-veteran employment services staff and partners. Participate in center team meetings for each assigned workforce center. Utilize office machinery in accordance with safety / security protocols. Valued Knowledge, Skills, Abilities and Competencies Knowledge of - current economic and social problems; of human relations; of community and social service providers; of the principles of interviewing; of social assistance requirements; of veterans preference requirements; of applicable laws, rules and policies; of one-stop workforce initiatives; of the U.S. Department of Labor one-stop workforce initiative as it pertains to the collaboration of numerous partners providing employment supportive core services to enhance Oklahoma’s workforce; of laws and regulations of public employment service, unemployment compensation, job training, and social services programs; of employment practices and problems; and of occupations and industries. Skill and Competencies – excellent verbal and written communication skills. Ability to - deal effectively and courteously with people; to exercise good judgment in evaluating eligibility requirements; to exercise good management in evaluating case management situations; to make decisions; and to present ideas and facts effectively and accurately; to interpret state and federal laws and regulations pertaining to veterans programs, social services, and employment and training activities; to understand economic trends, social service programs, and psychology; to anticipate, identify and resolve problems; to evaluate situations and choose an appropriate course of action; and to prepare clear and concise written reports. Physical Demands/Work Environment Work is typically performed in an office setting with climate-controlled settings and exposure to moderate noise level. While performing the duties of the job, employee is required to talk, stand, walk, and reach with hands and arms. This position requires regular periods of sitting or standing and daily use of computer and phone. It also requires the occasional use of the office machinery in accordance with safety and security protocols. Minimum Qualifications Education and Experience Requirements for this position requires 5 years of experience in employment services, career or vocational guidance and counseling, personnel, recruitment, training, customer services or social services related work; or an equivalent combination of education and experience substituting thirty semester hours from an accredited college or university for three years of the required work experience. Special Skills/Requirements Computer Skills – Employee must be capable of proficiently using the OESC’s standard software (Microsoft Office - Word, Outlook, Excel, Access, and Teams), and the Internet, as well as proficiency to learn other software as needed. Employee must be capable of lifting, carrying and moving objects of up to 25 pounds. This position requires that applicants be a veteran of the U.S. Armed Forces and eligible for veterans’ preference under Title 74 O.S. Supp Section 840.15. ## In accordance with Title 38, U.S. Code Section 4103A, some positions must be filled with qualified disabled veterans in the following order of preference: FIRST: Qualified Disabled Veteran; SECOND: Qualified Veteran. ## The Employment Security Commission is responsible for screening all eligible to ensure that appointees are selectively qualified based upon the order of preference as required by Title 38, U.S. Code Section 4103A. ## Positions funded by U.S. Department of Labor Veterans grants must meet grant requirements.
