Estimated Appointment End Date (Continuous if Blank) Full/Part-Time Full time Job Type Regular Compensation Job Description Individual Income Tax Supervisor- Income Tax Accounts Salary- $68,000.00 GENERAL FUNCTION The Income Tax Supervisor plays a critical role in supervising and leading the direction of one or more sections in the Income Tax Accounts (ITA) Division of the Oklahoma Tax Commission (OTC). This position is responsible for providing direct leadership and oversight for the daily operations of one section of the ITA Division. The Income Tax Supervisor will perform supervisory functions including evaluating performance, making recommendations on disciplinary actions, providing for employee development, and approving time off. TYPICAL FUNCTIONS The functions performed by employees in this job family will vary by level, but may include the following: General Provides leadership and supervision to one section in the ITA Division Appropriately addresses internal and external customer issues while respecting business needs Administers applicable laws, regulations, procedures, and financial, and administrative controls Evaluates relevant data and aspects of situations and make appropriate decisions Coordinates the work of the section while also communicating with other sections based upon peak times and needed assistance Identifies the most appropriate method to complete tasks and meet deadlines Assigns tasks and directs employees in consideration of deadlines Counsels subordinates and evaluates performance to ensure continued skill development, knowledge acquisition, and quality professional standards Reviews the work and progress of section personnel for accuracy and quality control Reviews, evaluates, and quantifies productivity and streamlines processes to improve processing time Develops a culture of continuous improvement by evaluating, quantifying, and implementing new solutions Develops briefings, presentations, reports, and conduct data analysis Creates and updates procedures and training materials Coordinates, assigns, directs, and reviews the work of team members in consideration of the workload Creates and updates training material Assists or assigns high-level personnel in training lower-level or new co-workers This specific position will support the following section of the Income Tax Accounts Division with additional duties that will vary by level, but may include the following: Case Management – Level I Examines, and reviews records, reports, and practices to ensure legal compliance with state rules and statutes Prepares summaries of findings for management review and corresponds with the taxpayer or representative concerning division and commission decisions Adjusts accounts to reflect the amount waived or settlement agreement as decided by the division or commission Advises taxpayers and legal representatives concerning the interpretations and applications of the tax laws and how it pertains to waivers and settlements Performs simple-to-complex review of transactions as it pertains to waivers and settlements Corporate – Level II Advises taxpayers and legal representatives concerning the interpretations and applications of the tax laws and rules and in the preparation/completion of tax reports Performs simple-to-routine review of returns that are systemically identified to determine compliance with laws, rules, and regulations Prepares adjustment letters to accurately explain errors and balances Reviews applicable laws, regulations, procedures, and financial and administrative controls Individual Income Tax – Level II Examines, investigates, and reviews records, reports, and management practices to ensure legal compliance with state rules and statutes Conducts review of returns for accuracy and processes corresponding refunds and bills Advises taxpayers and legal representatives concerning the interpretations and applications of the tax laws and rules and in the preparation/completion of tax reports Performs reviews of returns that are systemically identified to determine compliance with laws, rules, and regulations Prepares adjustment letters to accurately explain errors and balances Reviews applicable laws, regulations, procedures, and financial and administrative controls Coordinates the income tax return, billing, and refund processes and activities in a fast paced work environment Tax Warrants – Level I Gives accurate payoffs to taxpayers or their representatives, mortgage lenders, banks, and others who seek information regarding Tax Warrants Accurately prepares payoffs, acknowledgement letters, and other documents Works with supervisor to assist in releasing tax warrants Assists supervisor with monthly payments to counties Assists taxpayers both in-person and over the phone, with excellent customer service Advises taxpayers and legal representatives concerning the interpretations and applications of the tax laws and how it pertains to tax warrants Fraud Prevention – Level II Coordinates the fraud prevention process and activities within the department Reviews, evaluates, and quantifies results of shared information from Federal, State and outside sources to minimize risk Directs the development of processes to identify and resolve possible fraud risks; analyzes return trends to provide guidance for determining fraud processing edits for the system Evaluates large data sets to find anomalies; tests changes to the fraud software to ensure processing edits are working as expected Identifies and make recommendations on policy issues regarding the project including setting criteria for cases Develops and implements methods of tracking fraud; monitors and assesses progress and results Develops procedures for processing potential fraud cases Maintains statistics for potential fraud cases and provide updates to managers Works with employers and tax professionals that have been victims of a data breach to identity affected taxpayers and accurately processes their returns Analyzes income tax returns for possible fraud patterns based on independent thinking and reasoning Uses specialized web based computer systems to verify or adjust returns identified by the fraud program Uses information available on the return, data from other states and sources, and general tax information, to determine if the return is fraudulent, including verifying authenticity of forms W-2 and 1099, using internal information or contacting the employer Reviews monthly billing to verify system correctness COMPLEXITY OF KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of The Income Tax Accounts Division, and its function at a high level Accounting and auditing methods and systems Generally accepted accounting standards and procedures Computer technology principles, terminology, and automated systems Skills in Proficient in computer and applicable software and Microsoft Office Detailed-oriented with analytical reasoning skills Interpersonal skills Communication, both verbal and written Proficient analytical, critical thinking and problem-solving abilities Active listening Exceptional attention to detail Ability to Analyze data and apply rules and statutes to correctly process incoming returns Monitor and evaluate employees and process performance and communicate statistical results both written and verbally Learn, process information, and solve problems independently and in a team setting Coordinate the flow of relevant information throughout the agency Promote a team atmosphere of respect for all team members and work well with co-workers and leadership LEVEL DESCRIPTORS The Income Tax Supervisor job family has two levels, which are distinguished by the complexity of assignments, the level of expertise required to perform the duties assigned, and the responsibility for providing leadership to others. MINIMUM QUALIFICATIONS Level I & II Education and Experience requirements at this level consist of A bachelor’s degree in accounting, finance, business or public administration; or closely related field; PLUS three years of experience in auditing, accounting, finance, business administration or closely related field OR seven years of experience in auditing, accounting, finance, business administration or closely related field OR an equivalent combination of education and experience SPECIAL REQUIREMENTS This position may require occasional travel. Applicants must have reliable transportation and be willing and able to perform all job-related travel. Possession and maintenance of a valid Oklahoma State Driver’s License is also required. Core work hours for the Oklahoma Tax Commission are Monday through Friday, 7:30am to 4:30pm. This schedule may require minor flexibility based on the needs of the agency. Telework may be required based on the needs of the agency, division, and section. If applicable, applicant must be willing and able to BOTH work on-site and telework at an off-site location, generally in the applicant’s home. Applicant must have a secure internet connection and a dedicated telephone (landline) or smart phone device during scheduled working hours.
