In this position you will serve as a professional engineer at an Air Force (AF) installation providing Project/Contract management services to Civil Engineering. RECRUITMENT KNOWLEDGES, SKILLS, AND ABILITIES (KSAs):

• Knowledge of broad range of professional engineering concepts, principles, practices, techniques, and methods in building design and construction process, and extensive familiarity with engineering disciplines. Knowledge and skill applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of program operations.
• Knowledge of a broad range of program planning and budgeting cycles, financial controls and budget systems, and management; work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds; and automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions.
• Knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders.
• Ability to use initiative and resourcefulness to search, analyze, interpret, and apply rules, regulations, and procedures in a variety of situations, and recommend timely and economical solutions.
• Ability to plan, lead, and record site/facility surveys and inspections. DUTIES:

• Provides complete facility and programming for assigned projects by establishing facility and infrastructure requirements critical for mission accomplishment; proposing the most effective and economical means of satisfying those requirements; identifying the year in which they will be required; and acquiring both the authority and resources necessary to meet facility requirements identified by the planning process.
• Works with organizational mangers and budget personnel to obtain and verify information used to justify and gain funding approval for proposed facility programs/projects/Contracts through headquarters, multiple MAJCOMS and other DOD Agencies.
• Coordinates projects with other engineers in a variety of disciplines, architects, and planners in the organization as well as contracting companies, and Army Corps of Engineers.
• Keeps abreast of emerging technologies to ensure programmed development will not prematurely become obsolete.
