SUMMARY OF POSITION
Perform a variety of duties assisting the Tax Assessor/Collector (TA/C) and Chief Deputy TA/C with all functions of the department (collection of property taxes for all taxing entities in Aransas County, motor vehicle registration, title, and, sales tax and other fees) in accordance with departmental procedures and regulations.
ESSENTIAL DUTIES* (EXAMPLES OF WORK)
- Provide customer service to “counter customers” by receiving payments, posting transactions in computer systems, issuing receipts for motor vehicle registration titling and sales tax fees, property tax collections, alcoholic beverage permits and various other fees collected by TA/C;
- Answer all incoming telephone calls providing customer assistance for all functions of office or direct customer to appropriate personnel;
- Review and process motor vehicle registration renewals processed by credit card through the internet.Maintain file for all internet transactions;
- Process daily incoming mail which includes receiving, posting and issuing receipts for payments for motor vehicle registration, titling and sales tax fees, property tax collections and various other fees collected by TA/C;
- Maintain files of all motor vehicle transactions processed through the mail and of all handicap applications for disabled placards;
- Process returned mail with updated addresses provided by post office or Appraisal District, forwarding corrected property tax statements, providing Appraisal District with new addresses, and maintaining file of returned mail;
- Respond to incoming mail: research and prepare correspondence relating to all functions of office using word processing software and maintain files of all correspondence;
- Review all processed motor vehicle title transactions to ensure proper procedures are being followed on a daily basis then copy and submit title transactions for further review and submission to TX DMV; · Assist delinquent tax law firm in collecting delinquent property taxes and verify court costs and various customer fees for delinquent property tax law suits.
- Prepare qualified property tax accounts in tax collection software for “four equal payment plan”, prepare written agreement with taxpayers for this plan and maintain separate file of all agreements.
- Interact in person, over the telephone, or by written correspondence with the general public, other county departments, local and state governmental agencies, title companies and law firms relating to property tax collection activities, motor vehicle tax, license and titling issues and other various fees collected by office.
- Maintain current knowledge of statutes, rules, and regulations relating to county tax office activities;
- Assist with research, preparing and providing documentation in response to all requests for motor vehicle and property tax records relating to all county tax office activities;
- Maintain cash drawer with beginning change, daily receipts issued and daily funds collected.Prepare checks for deposit according to outside auditor’s direction.Balance all funds and receipts with daily close-out.Remit funds and receipts to accounting specialist;
- Perform other related duties as assigned by the County TA/C or Chief Deputy TA/C.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIESKnowledge: general office practices and procedures; basic accounting and bookkeeping procedures; proper handling of cash including making and giving cash change; word processing and spreadsheet software applications; proper use of business English in oral and written communications; use of 10-key calculator; able to perform mathematical functions; knowledge and experience of procedures involved in the operation of all county tax office functions; i.e. familiar with codes, statutes, rules, and regulations pertaining to collection of property taxes, motor vehicle title, registration and sales tax fees and other fees collected by this office.
Skill/Ability to: Prepare reports in a neat, timely, and legible manner; operate standard office equipment including computer using standard word processing, spreadsheet and data inquiry software packages with a high degree of accuracy; understand and carry out oral and written instructions and learn assigned tasks readily; make decisions in accordance with established departmental rules, regulations and statutes as they apply; establish and maintain effective working relationships with other county employees, officials, and the general public; demonstrate proficiency in both oral and written communication; must have exceptional organizational skills and proven ability to maintain accurate, detailed records; maintain appropriate necessary certifications.; manage time effectively; comply with policies and procedures; must be able to multi-task and work under pressure, produce accurate work and meet established deadlines.
PHYSICAL ABILITYAble to move heavy objects, such as tax roll books and boxes of license plates weighing up to 50 lbs. Provide customer service standing the majority of the day.
ACCEPTABLE EXPERIENCE AND TRAINING
- High School graduation, or its equivalent
- Equivalent combination of experience, education, and training that provides the required knowledge, skills, and abilities.
- Previous experience in a customer service oriented field which included handling cash transactions
- Prefer previous customer service experience in a tax office
CERTIFICATES AND LICENSES REQUIREDValid Texas Driver’s License Must be able to receive bond from insurance companyAny other certifications deemed necessary by the Tax Assessor-Collector
