Location/Schedule:
- This position will be onsite in Norfolk, VA
- The schedule is M-F 7:45AM – 4:30PM EST
Responsibilities:
- Serve as subject matter expert for sub contractual matters under the Federal Acquisition Regulations (FAR) and the Defense Federal Acquisition Regulation Supplement (DFARS)
- Solicit and evaluate proposals, negotiate and prepare complex subcontracts, monitor subcontractor performance, and document subcontract files in accordance with established Procurement Policies and Procedures
- Identify potential sources for required materials or services, and develop and issue Requests for Proposals (RFPs)
- Receive, review, and negotiate subcontractor proposals
- Manage the sources selection and Make/Buy process by leading the proposal evaluation team in fact finding, technical evaluations, and cost/price analysis
- Negotiate subcontract terms and conditions including estimated cost/price, delivery, quality, and performance requirements
- Develop and negotiate required special terms, conduct independent cost/price analysis as needed document the entire negotiation process
- Develop the subcontract document review for compliance with Government, corporate, and company requirements and obtain management approval prior to issuance to the subcontractor
- Support the subcontract administration team from award through completion to ensure compliance with all terms and conditions, including price, schedule, and quality
- Coordinate and participate in subcontractor surveys and program reviews
- Review and monitor payments, commitments, and funding status
- Negotiate subcontract changes and responds to all formal subcontract inquiries and issues provide subcontract status as required
- Develop, negotiate, and issue related agreements, such as non-disclosure agreements and letters of intent
- Provide subcontract advice and counsel to program managers, operations personnel, and other related functions such as finance, quality, and contract administration
- Enter administrative and financial data on subcontracts into various subcontract databases
- Perform subcontract closeout
Required Education, Experience, & Skills
- Bachelor's Degree and 4 years of relevant work experience or equivalent experience
- Experience in Subcontracts Administration or Supply Chain
- Experience in Pricing, Supply Chain, or Data Analytics
- Ability to prioritize and multitask within a fast-paced environment with shifting demands
- Ability to maintain compliance with Defense (DoD) Contracting regulations including FAR/DFAR
- Ability to make decisions using sound judgement while complying with policies, procedures, appropriate principles, and applicable state and federal laws and regulations
- Ability to exhibit sound interpersonal and collaboration skills while interfacing, coordinating, and negotiating with company personnel, customers, and suppliers
- Ability to communicate effectively both orally and in writing
- Ability to utilize computer skills to conduct pricing analysis, run reporting, and prepare documents in Microsoft Office and Deltek CostPoint
- Excellent organizational and follow through skills
- Research and presentation skills

- Experience in Defense (DoD) Contracting
- Experience in Federal Acquisition Regulation (FAR)/Defense Federal Acquisition Regulation Supplement (DFARS)
- Experience in Defense Contract Management Agency (DCMA)
- Experience in International Traffic in Arms Regulation (ITAR)/Export Administration Regulation (EAR)
- Experience in Request Equitable Adjustments (REA)
- Experience as an Estimator
- Experience in Deltek CostPoint
