A Non-Merit vacancy exists in the Department of Economic and Workforce Development.  

Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

Regular Schedule: 34 hours per week. Plus, County benefits.

Definition of Responsibility
Key responsibilities include identifying, developing and maintaining business contacts, including corporate executives, real estate brokers and site location consultants, managing assistance and technical programs for clients, managing active site location projects, and working directly with business and community associations in the Baltimore region.  Also works closely with County’s Workforce System, state economic officials and regional economic organizations.

Under general supervision of the Chief of Economic Development, responsible for expanding, retaining and attracting businesses in the targeting high employment clusters and assigned business investment areas to enhance the employment and tax base of Baltimore County.

Essential Job Duties
  • Meet with corporate executives of Baltimore County businesses within the key high employment clusters, identify needs and facilitate the company’s access to County and State programs and resources.
  • Be the primary point to manage tasks from the Department’s Strategic Operations Plan, requiring coordination of internal and external partners and resources to accomplish this task.
  • Meet, network, and build relationships with key property owners, develops and the real estate community and closely monitor transformative projects in their assigned region.
  • Utilize and coordinate County and State business assistance programs, including financial incentives and have a thorough understanding of statistics and knowledge of the regional assets.
  • Partner with the workforce team to promote recruitment and job training opportunities.
  • Market Baltimore County assets and resources to corporate executives and site location consultants seeking new locations for businesses.
  • Provides advice and counsel to the Director of the Department as requested; assists in identifying goals and objectives and evaluates the utilization of Economic Development resources, making recommendations on the same.
  • Represents the Director or management at events, functions or meetings and acts as agency liaison with other agencies, organizations and groups.
  • Manages the preparation of complex presentation material in response to formal requests for site location and area demographic information, including mapping of the data. 
    • Research is typically conducted on such factors as population, income, labor availability, labor costs, labor climate, cost of living, employments trends, taxes, financing programs, education, locally available raw materials, transportation, water/sewer capacity, telecommunications, public safety, quality of life, business climate and other factors important to the prospective business.
  • Collaborates with developers and owners of industrial land on development procedures; maintains a close working relationship with private developers and real estate agencies and works to identify and resolve problems with County business and industry.
  • Communicates with county business executives, owners, legal, banking and accounting professionals to assist with business advocacy and resolve issues.
  • Participates and periodically gives presentations in community meetings, roundtables, public events and official ceremonies.
  • Maintains all project and company data in the client management system and ensure that it is current and complete.

Graduation from college or university with a minimum of a bachelor’s degree;
Plus
Outstanding academic credentials;
And 
At least 5 years of economic development expertise – performing business development of project management, finance, advertising or industrial management.

Knowledge, Skills and Abilities
  • Working knowledge of business practices, procedures and processes; and of business assistance programs.
  • General familiarity with the real estate development, permitting process, transportation and utilities infrastructure practices and processes.
  • Knowledge of potential sources of information regarding industrial expansion; ability to analyze technical and statistical information and effectively present it clearly and concisely.
  • Strong presentation skills before large audiences.
  • Ability to manage multiple tasks and priorities, coordinate and delegate projects as needed.
  • Operational skills with Microsoft Word, Excel and other Windows-based software systems, and client management systems.

EXAMINATION PROCEDURE

Physical and Environmental Conditions
The work of this classification is primarily sedentary, with occasional walking, lifting, and other restricted physical activities.  Duties may include traveling between job sites.

Employment Background Investigation
Applicants selected for employment with Baltimore County must successfully complete an employment investigation, including, but not limited to criminal background, education, and fingerprinting checks.
