What are the responsibilities and job description for the Human Services Associate - Non-Merit position at Baltimore County?

Regular Schedule: 34 hours per week.

A non-merit vacancy exists in the Bureau of Community Health Services, Department of Health and Human Services.

A list of eligible applicants will be established based on the examination as outlined below.

Under general supervision provides tobacco enforcement and tobacco retail education to vendors in Baltimore County. Collaborates and assist in monitoring of community and faith-based organizations and schools including college and universities awarded grants to develop and coordinate health-related messaging around tobacco use. Provides outreach and education to public regarding the health impact of tobacco use.  
 
  • Conducts tobacco enforcement and tobacco education within Baltimore County. 
  • Attends tobacco hearings related to enforcement of tobacco regulations. 
  • Provides outreach both individual and group health education. 
  • Works collaboratively with organizations awarded grant funds to provide tobacco education to individuals at highest risk to youth initiation and chronic disease related to tobacco use.
  • Monitors and evaluates tobacco enforcement and retailer education with the goal of reducing underage access to tobacco products.  
  • Maintains detailed records of enforcement activities and provides reports to courts or other agencies upon request. 
  • Attends court arraignments and hearings. 
  • Prepares statistical and summary reports as requested. 
  • Provides assistance to various community/faith-based organizations and schools regarding health messaging and community outreach. 
  • Conducts educational, community relations, prevention, and outreach programs. 
  • Attends meetings and training sessions.

EXAMPLES OF OTHER DUTIES
  • Recommends and assists in implementing corrective actions related to problem areas in overall program. 
  • May supervise and/or train subordinate human services and clerical personnel. 
  • May act as lead worker. 
  • May transport other enforcement personnel and preform field visits.  
  • Assists tobacco retailers, community-based organizations and schools to understand enforcement, education and health messaging related to tobacco purchasing and use. 
  • Performs other related duties as required.

Required Qualifications
Graduation from an accredited college or university with a bachelor's degree in a social or behavioral science.

(Experience as described in essential duties may be substituted on a year-for-year basis up to a maximum of four years for the required education.)
 
Knowledge, Skills, and Abilities (Entry Level):
 
  • Knowledge of the theories and principles of human behavior, growth and development, mental illness, alcohol and drug abuse, and problems related to socioeconomic factors. 
  • Basic knowledge of local, state and federal regulations related to tobacco enforcement, community-based outreach and health-related messaging and education to individuals and groups. 
  • Writing skill necessary to complete forms, legal documents and records, and reports. 
  • Good written and verbal communication skills. 
  • Ability to conduct tobacco enforcement and retail education. 
  • Ability to make appropriate referrals. 
  • Ability to establish and maintain good working relationships with others. 
  • Ability to appropriately handle hostile individuals and those experiencing a crisis. 
  • Ability to understand the rules and procedures of the courts and criminal justice system. 
  • Ability to interpret Federal, State, and local regulations, procedures, and guidelines for human services professionals. 
  • Ability to read and understand professional journals and other publications
     
Knowledge, Skills and Abilities (Preferred):
  • Knowledge of the organization and role of assigned program within the County and State structure. 
  • Knowledge of community resources and support groups available to clients. 
  • Knowledge and understanding of applicable Federal, State, and local regulations, procedures, and guidelines including those of the courts and criminal justice system. 
  • Knowledge of County and departmental rules, regulations, policies, and procedures relating to performance of duties. 
  • Skill in conducting tobacco enforcement independently. 
  • Skill in making appropriate referrals related to tobacco enforcement and prevention education. 
  • Skill in handling hostile individuals. 
  • Skill in crisis intervention. 
  • Skill in outreach and education. 
  • Skill in working collaboratively with multiple agencies to create and promote health related education and messaging. 
  • Ability to assist in the implementation of local, State and Federal regulations. 
  • Ability to lead and instruct other workers within the program.

EXAMINATION PROCEDURE

These positions are essentially sedentary with occasional walking, lifting, or other restricted physical activities.

Medical Examination and Employment Background Investigation
Applicants selected for employment with Baltimore County must successfully complete a physical examination, drug screening and employment investigation, including, but not limited to criminal background, education certification and fingerprinting checks.
