What are the responsibilities and job description for the SDAT Supervisor Baltimore County position at Baltimore County?

This is managerial work with full responsibility for the operation of local county assessment office. The work involves the valuation of real property and overseeing the day-to-day operations of the office. Supervision includes a staff of professional and clerical employees.

PERFORMANCE STANDARDS

Communicates the Maryland Assessment Manual and the Annotated Code of Maryland to the public and their staff in a courteous professional manner non-discriminatory and lawful Manner.

Supervisors are required to adopt procedures that result in proper coding of transfers. Office personnel must be trained on the proper coding of sales at the time of transfer. Supervisors should establish review procedures to improve the accuracy of this initial coding within their office and monitor this process. Transfers are to be reviewed in AAVS against the Intake Sheet for accuracy according to guidelines set by the State Supervisor.

Supervisors should adopt an orderly and progressive work schedule to ensure all reassessment work is complete by October 1 of each year. Address those areas that are determined to be a focus in the reassessment in order to better establish uniform assessments. The supervisor should monitor and review the completion of sales, the sales ratios, and percentage change reports of the various reassessment neighborhoods and ensure that the various reassessment edits are completed. Files are to be kept on the various reassessment reports in an organized manner according to retention schedule. Supervisors should adopt a production schedule for the reassessment field reviews and data corrections within AAVS database with an established measure of performance. Our goal is to improve statewide uniformity by adhering to the ratio and statistical guidelines set by State Supervisor.

Supervisor is responsible that Performance Evaluations (PEP) are completed for office staff as required by Human Resources and that the timesheets are completed timely. Supervisor should provide oversight with their various managers so that leave reports are monitored to ensure the various guidelines are followed on leave use. Supervisors shall consult with Human Resources on other duties, such as hiring practices and grievances to ensure proper handling. Supervisor is responsible for the office being open for business during the hours of operation.

New Construction work must be efficiently scheduled, monitored, and reviewed as directed according to guidelines set by State Supervisor. All New Construction Permits should be entered into AAVS database and the use of AAVS reports and SQL’s should be used to aid in the tracking of these permits. Supervisors should quantify and adopt production standards and monitor work progress accordingly.

Appeal Hearings must be efficiently scheduled, monitored, and reviewed as directed according to guidelines set by State Supervisor. Supervisors should quantify and adopt production standards and monitor work progress accordingly. Appeals should be finalized within 2 weeks of the hearing date. Appeals should be completed by June 1 to the extent possible. The recommendations of the assessors must be reviewed and all reductions signed and approved by a Supervisor (See Procedure 255/030/010). Appeal Files on the various appeal levels are to be kept in an organized manner according to retention schedule.

Supervisor works to establish cooperation with other state and local government agencies so that efficiencies are established and problems resolved. Supervisor shall ensure that all AIMS reports are completed accurately and reviewed within the deadlines provided to them. Any other miscellaneous reports requested to them by the Director’s Staff should be completed and reviewed according. Supervisor is responsible to monitor the completion of assignments that are provided to staff in their office that are made by other divisions of the agency such as Accounting or OIT. Represent the Department in a courteous and professional manner when requested to attend public or organizational meetings. When interacting with any customers of the Department adhere to the details outlined in the Department’s Customer service Policy #CS1.

Ensure that the various property use types and credit programs administered by the Department are monitored, valued, and processed according to Md. Tax Property Article, COMAR, and Departmental Procedures. Establish a process for the training of staff so that it facilitates the development of a succession plan within their office.

Ensures that state laws and regulations governing the Department are administered and enforced by following established procedures and performing and assigning tasks as required. Provides oversight to the duties and functions within the office so that all work and assignments are completed to meet the established guidelines and mission of the department efficiently, effectively, and accurately.

Ensures sales are entered correctly into AAVS system and reviewed for proper coding.

Organize an orderly work flow to allow for the timely reassessment of properties by following guidelines and effectively managing staff. Review and approve various reassessment reports to ensure established standards of uniformity. Review and approve annual reassessments to ensure final valuations accurately adhere to ratio and statistical standards set by State Supervisor.

Handles Human Resources issues including performance evaluations, hiring, promotions, leave use, and grievances by following established procedures and performing and assigning tasks as required. Implement Human Resources legislation, state directives, and procedures by communicating with staff in order to be administered in a clear and uniform manner.

Ensures the New Construction is scheduled, monitored, and reviewed for efficient and accurate completion. To include administering the tracking and coding of new construction permits within AAVS system according to the guidelines set by State Supervisor.

Ensures all appeals are scheduled, monitored, reviewed, and completed according to the guidelines set by State Supervisor.

Work with local government agencies to create efficiencies and resolve mutual problems by communicating with departments such as Finance, Park and Planning, Permits and Zoning, Environmental Protection,

Health, Housing and Community Development. Respond to requests for information from Director’s Office, news media, State Legislators, County Executives, County Elected Officials, and other various agencies to ensure that information is provided in a timely and accurate manner.

Requests may involve statistical data relating to the assessable base, account information, policies, procedures, and assessment law.

Respond to inquiries from the general public that may involve more technical issues relating to property valuation and various legal topics by direct communication and task allocation.

Attend public meetings as needed by representing the Department and speaking on topics that relate to the assessment process.

Ensures staff is properly trained on various aspects of the job which aid in the establishing of a succession plan.


Education: Bachelor’s degree from an accredited College or University. Note: Additional experience in a responsible management position or in the valuation of real property may be substituted on a year-for-year basis for the required education.
Experience: Two years of experience in a responsible management position or in the valuation of real property.
RESIDENCY: Although residency in the county is required for the successful candidate, the President and County Commissioners may waive the requirement. The residency requirement is also deemed to be waived for any individual nominated who currently resides outside of the county.”

  • Experience (if any) with regard to overseeing work performed by SDAT: 
    • Years of service, the number of assessors supervised, involvement with tax credit applications, involvement with the assessment appeal process 
    • Any experience specific to the Baltimore County office of SDAT
    • Examples of customer service improvements implemented
    • Examples of customer service responses in addressing tax payer complains related to assessments and/or tax credits 
    • Examples of improvements implemented to the flow of information (such as between SDAT and Baltimore County Tax Payer Services
