SUMMARY


Bering Global Solutions, LLC (BGS), a subsidiary of Bering Straits Native Corporation, is currently seeking a long term, qualified Program Manager to manage O&M and Facility Maintenance contracts. The Program Manager is primarily responsible for oversight, coordination, and successful completion of assigned O&M and Facility Maintenance contracts to meet the cost objectives with respect to contracting, scheduling, estimating, purchasing and bidding of all task order work and modifications. In addition, the Program Manger will also assist with the corporate safety program as needed.


ESSENTIAL DUTIES & RESPONSIBILITIES

  • Oversee all business operations, including business development, strategic planning, team leadership, and financial performance
  • Oversee the development and implementation of contracts.
  • Develop and maintain relationships with new customers.
  • Working with customers on developing CONUS & OCONUS opportunities.
  • Partnering with existing BSNC subsidiary SMEs to develop opportunities in other business market
  • Assist with overall Business Development effort for contracts/program including presentations, proposal development, estimating, etc.
  • Accountable for the overall management of project tasks including P&L, quality control, reporting, compliance.
  • Serve as the primary point-of-contact for contract issues, maintaining direct contact with clients, customers, regulators, and other project stakeholders.
  • Meet schedule performance and financial objectives by tracking and forecasting project progress and requirements.
  • Prepare project submittals, work plans and reports.
  • Ensure that all projects are delivered on-time, within scope and within budget
  • Measure project performance using appropriate systems, tools and techniques.
  • Create and maintain comprehensive project documentation and plans.
  • Reviewing contracts for accuracy and completeness.
  • Support Corporate Safety Program as required.
  • Develop and implement SOPs and process improvement across contracts.
  • Support and manage project start-ups and all tasks associated with those efforts.
  • Work with HR as required for on-boarding, performance evaluations, CBA requirements, etc.
  • Management responsibilities are varied but this position is expected to have direct management of contract staff such as PM, QCM, SSHO, etc.
  • Travel as required in support of job functions. Travel expectations associated with this job could average 50%.
  • Support the Fac O&M, Jason Wilson, as required for success of all Fac O&M/BOS contracts.

Required (Minimum) Qualifications

  • Minimum 5 years experience managing facilities maintenance programs/contracts
  • Experience implementing OSHA, EM 385-1-1 and other regulatory requirements and industry standards.
  • Experience in developing detailed CSI-based cost estimates.
  • Experience directing, training, and motivating field personnel.
  • Experience in a strong business, construction management, and delivery methodologies background.
  • Understanding of federal contracts requirements and ability to adhere and manage.
  • Experience managing federal government projects is a requirement.

  • Ability to travel in support of CONUS and OCONUS work
  • Ability to take direction and follow instructions adequately.
  • Flexibility in required duties.

  • Analytical and problem solving skills.
  • Ability to meet deadlines and multi-task in fast paced environment
  • Proficient Microsoft Office Suite (Word, Excel, and Outlook)
  • Ability to communicate effectively with employees, customers, and vendors
  • Ability to produce detailed, task order estimates
  • Prior advanced cost proposal and work breakdown development experience.

Essential and marginal functions may require maintaining physical condition necessary for bending, stooping, sitting, walking or standing for prolonged periods of time; most of time is spent sitting in a comfortable position with frequent opportunity to move about.

Potential for lengthy amounts of time sitting aboard airplanes during travel.


WORK ENVIRONMENT


Work Environment characteristics described here are representative of those that must be borne by an employee to successfully perform the essential functions of this job.


Job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse and multi-line telephone system. Job also includes outside work, site visits, and occasional travel.

  • Supervise site management as needed
  • Interview and assist in Hiring process

ADDITIONAL QUALIFYING FACTORS


As a condition of employment, may be required to pass a pre-employment drug screening, as well as have acceptable reference and background check results to obtain access to military base. Must have reliable transportation to/from work a necessity and must be able to obtain access to military installations.
