Business Support Analyst performs professional duties related to the analysis, development, maintenance, and administration of computer hardware and software systems to meet business needs. Incumbents may perform any of the following functions: consult with departmental customers to identify and analyze business functions that can be improved by the implementation of new hardware and/or software solutions; translate business requirements into system deployments; perform professional-level systems maintenance and customer support duties; and perform other related duties as assigned.
Functional Area: Payroll
Under direction, performs professional duties related to the analysis, development, maintenance and administration of payroll software systems to meet business needs. Incumbents may perform any of the following functions: assist with routine payroll processes; maintains, configures and monitors software solutions; consults with departmental customers to identify and analyze business functions that can be improved by the implementation of new software solutions; translates business requirements into system deployments; performs professional-level systems maintenance and customer support duties; may serve as a liaison over routine systems-related projects that are payroll related; and performs other related duties as assigned.
Functional Area: Planning and Development
Under direction, performs professional duties related to the analysis, development, maintenance and administration of land management systems to meet business needs. Incumbents may perform any of the following functions: maintains, configures and monitors software solutions; consults with departmental customers to identify and analyze business functions that can be improved by the implementation of new software solutions; translates business requirements into system deployments; performs professional-level systems maintenance and customer support duties; may serve as a liaison over routine systems- related projects that are land management software related; and performs other related duties as assigned.
DUTIES AND RESPONSIBILITIES
FUNCTIONAL AREA: PAYROLL
1. Maintain payroll and timekeeping systems for the entire county.
2. Assist with bi-weekly, monthly, quarterly, and yearly payroll processes.
3. Creation of various payroll and timekeeping reports.
4. Analyzes plans, determines requirements, designs, builds, customizes, tests, implements, maintains and/or enhances variety of payroll and timekeeping software systems. Ensure accuracy of fiscal data.
5. Responsible for payroll testing for releases and upgrades to ensure compliance with federal, state and local laws to include software patches and upgrades as required.
6. Function as a liaison with all software providers for the payroll office.
7. Liaison for payroll, IT, and Human Resources regarding timekeeping issues.
8. Configuration of timekeeper systems to comply with relevant acts, regulations, policies and agreements relating to payroll administration, compliance issues, segregation of duties, current trends, and developments in payroll.
9. Analyze and evaluate work methods, design and implement "best practice" payroll systems and procedures for the effective utilization of the software to perform duties.
10. Provides professional customer support for timekeeping software, needs, or requirements.
11. Conducts training pertaining to the use of new and existing applications and systems for users. Train on reporting capabilities.
12. Prepares documents for processes, reports, correspondence and other procedures.
13. Builds and maintains SQL queries, creates SQL stored procedures, or develops SQL extract scripts to populate data warehouse.
14. Performs various quality assurance activities; tests and troubleshoots issues using appropriate technology; prepares and executes testing plans to validate functionality and resolve issues.
15. Assist in the development of policies and procedures.
16. Participates on committees and task forces; attends meetings, conferences and training sessions.
17. Incumbent(s) in this classification may handle sensitive and/or confidential records, plans, documents or decisions that require maintaining confidentiality of sensitive information.

MINIMUM QUALIFICATIONS
FUNCTIONAL AREA
PAYROLL
Bachelor's Degree in Business, Computer Science, Information Systems or a closely related field plus one (1) year of increasingly responsible experience in payroll information systems or a closely related field. Any equivalent combination of related education and/or experience may be considered for the above requirements.
ADDITIONAL REQUIREMENTS
1. Employee must successfully complete the post-offer employment medical examination and background investigation.
2. Employee must comply with the safety guidelines of the County.
3. Employee must complete required FEMA training(s) as assigned to position.
4. Employee must have a valid New Mexico driver's license by employment date and maintain a valid NM driver's license while employed in this position.
PHYSICAL AND MENTAL REQUIREMENTS
1. Mobility – frequent standing or sitting for extended periods; frequent walking; occasional driving may be required depending upon assignment; occasional pushing/pulling; frequent bending, kneeling, squatting and crawling.
2. Lifting – frequent lifting up to 25 pounds; occasional lifting up to 50 pounds.
3. Vision – constant use of good overall vision for reading/close up work; frequent use of color perception and eye/hand coordination; occasional use of depth perception and peripheral vision.
4. Dexterity – frequent repetitive motion from writing and using a computer keyboard; frequent grasping, holding and reaching.

WORKING CONDITIONS
1. Work is typically performed in an indoor office environment, but occasionally requires travel to other locations.
2. Work environments may include noise, dust and/or unpleasant odors, and may occasionally require work in confined spaces.
3. Occasional evening, holiday and/or weekend work may be required.
