What are the responsibilities and job description for the ASSESSMENT APPRAISER I position at Black Hawk County (IA)?
Under general direction, performs agricultural, residential and residential real estate appraisals and establishes assessed values on existing property, remodeled property or new construction, and all site improvements associated with the property. May also be asked to assist with commercial and industrial properties. Includes outdoor/field work in all types of weather interacting with property owners.
- Must be capable of regular and predictable attendance at a specified location in order to perform assigned tasks.
- Collaborates with the Assessor during review of property assessments by creating reports, analyzing information and making suggestions.
- Performs inspections and gathers data for agricultural, residential, and residential properties to determine assessed values. May also be asked to assist with commercial and industrial properties.
- Reviews property record cards and inputs accurate data into Appraisal software to determine a fair assessed value.
- Reviews sales completed by Office Specialist to ensure proper listing information.
- Reviews City Building Permits and determines if further property review is necessary.
- Assist with determining Section 42 Housing assessed values.
- Analyzes information submitted to Board of Review.
- Other duties as assigned.
- High school diploma or general education degree (GED) required.
- College coursework or prep classes completed in real estate related fields such as; appraisal, construction or related coursework preferred.
- Participation and successful completion of coursework in residential, agricultural, commercial, industrial and land valuation offered through the International Association of Assessing Officers (IAAO) is preferred.
- Proficient with computers and computer software including appraisal software, real estate mapping/Eagle View/Pictometry software, tax administration software and Microsoft Office.
- GIS mapping software is preferred.
- Must possess and maintain a valid Iowa driver's license and be insurable under county guidelines.
- Ability to operate measuring devices, cameras and laptops.
- Ability to read and interpret blueprints.
- Ability to interact in a professional and respectful manner to the general public as well as fellow co-workers in order to maintain good working relationships.
- Knowledgeable on assessed values in fieldwork area in order to determine fair market value.
- Exercises independent judgment and decision making during the property evaluation. Unique or escalated property appraisals are submitted to the Assessor for further review or final recommendation.
- A working knowledge of Iowa Code involving tax exemptions and credits.
- Position requires frequent exposure to outdoor elements which may include heat, humidity, cold, rain, or snow.
- Must be able to walk on uneven ground.
- Position requires occasional to frequent use of hands to finger, handle, or feel; ability to stoop, kneel, crouch, stand, walk, sit, reach with hands and arms, climb or balance.
