The Organization:

Brushy Creek Municipal Utility District is home to 18,000 residents. Formed initially as Williamson County Municipal Utility District No. 2 in 1977, BCMUD provides water and wastewater services, recreational activities, beautiful gardens, parks, and miles of trails through the Brushy Creek community. BCMUD operates four swimming pools, four tennis courts, and a disc golf course throughout the community.

At the heart of our District is the Brushy Creek Community Center. Our Community Center features two gyms, two racketball courts, weight room, rock wall, and recreational programming, including various fun activities, educational and fitness classes.

Brushy Creek employs approximately 190 seasonal, part-time, and full-time team members.

Budget Analyst:

The Budget Analyst, under the direction of the Accounting Manager and guidance from the Board of Directors, is responsible for developing and implementing the District's annual budget. This position assures compliance with the District's financial policies and procedures in compliance with GAAP. Prepares and delivers financial reports per the District's safekeeping of assets policy.

Essential Job Functions:

  • Ensures budget processes align with District policies, GAAP, GASB, and applicable regulations. Monitors adherence to budget controls and addresses compliance risks.
  • Develops and monitors the District's annual budget, analyzes variances, and collaborates with departments for accurate and timely data submissions.
  • Prepares financial statements and reports with accuracy and compliance, ensuring they meet District standards and GAAP requirements.
  • Conducts financial forecasting and long-term planning to support the District's financial stability and goals.
  • Tracks expenditures, monitors budgets, and works with departments to optimize resource use and maintain budget compliance.
  • Evaluates investment opportunities and financial risks, providing detailed analyses and recommendations to ensure sound financial management.
  • Assesses alternate financing options for bonds, analyzing market conditions and financial impacts to recommend viable strategies.
  • Maintains organized and accurate budget files, ensuring compliance with record retention policies.
  • Assists with preparing agendas and financial reports for meetings, presenting financial updates as needed.
  • Manages continuing disclosure requirements.
  • Prepares financial documentation for grants and tracks expenditures.
  • Supports the District's recycling policies and initiatives.

Minimum Requirements:

  • Bachelor's degree in Business Administration, Information Technology, Computer Science, Finance, Economics, or a related field.
  • 3 years of full time experience in a professional or technical capacity involving budget preparation or analysis.
  • Certified Business Analysis Professional (CBAP) or Entry Certificate in Business Analysis™ (ECBA™) by IIBA.
  • Agile Certifications like Certified ScrumMaster (CSM).

Preferred Requirements:

  • Demonstrated commitment to valuing diversity and contributing to an inclusive working and learning environment.
  • Experience with business analytics tools (e.g., Tableau, Power BI).
  • Knowledge of collaboration tools (e.g., Microsoft Office Suite).
  • Comprehensive knowledge and understanding of the principles and practices of governmental administration in relation to accounting, purchasing, financial reporting, and Generally Accepted Auditing Standards.
  • 5 years of experience in governmental entities or a not-for-profit organization.
  • Advanced Excel or spreadsheet skills.
  • Experience with Enterprise Resource Planning software, specifically in MIP Fund Accounting and Microix.
  • Grant Management knowledge.
  • Exceptional Customer Service relationship techniques.
